This permanent position of Occupational Health and Safety Officer is based at the Central Office of Lovedale TVET College in King William’s Town, also known as Qonce, and is a PERSAL appointment at salary level 08. The role sits within the college’s corporate services environment and is central to ensuring that the institution meets all statutory and regulatory requirements for occupational health, safety, and environmental risk management. The officer will be responsible for the overall supervision, coordination, implementation, and monitoring of compliance with SHERQ programmes, which encompass Safety, Health, Environment, and Risk and Quality management. This includes establishing and coordinating an OHS committee, conducting ongoing training and continuous educational programmes, identifying workplace hazards and risks, and initiating appropriate corrective and preventative actions. A key part of the role is to develop, implement, and monitor a comprehensive SHERQ management system, while also supervising human, physical, financial, and other resources allocated to the function.

Candidates must hold a Matric or NCV Level 4 certificate together with a recognised three-year National Diploma at NQF level 6 or a degree in Building Management, Safety Management, Construction Management, or a related qualification. A valid driver’s licence is required, along with three to five years of relevant experience in Facilities Management, SHERQ, and OHS environments, specifically within a TVET college setting. The successful applicant will need sound knowledge of the Public Service Act and Regulations, the Occupational Health and Safety Act 85 of 1993 and its related regulations, the Immovable Asset Management Act, telephone management systems, fire control systems, and facilities management systems. In addition, the role demands strong skills in marketing research, planning and organising, financial management, project management, communication and interpersonal relations, problem solving, computer literacy, analytical thinking, leadership, and people management.

The college places strong emphasis on compliance and good governance. All applications must be accompanied by a fully completed and signed new Z83 form, obtainable from any public service department or the DPSA website, as well as a comprehensive CV with at least three contactable references. Foreign qualifications must be accompanied by a SAQA evaluation report. Successful candidates will be subjected to vetting and financial disclosure processes, including verification of criminal records, citizenship, qualifications, and employment history. Shortlisted candidates may also be required to undergo personnel suitability checks and two pre-entry assessments: one practical exercise testing technical suitability for the post and one integrity or ethical conduct assessment. The suitable candidate will be expected to annually disclose financial interests and declare any conflict or perceived conflict of interest.

Lovedale TVET College is an equal opportunities employer and encourages people living with disabilities to apply. The college reserves the right not to fill the post or to withdraw it at any time. Communication will only be entered into with shortlisted and successful candidates, and applicants who have not been contacted within six months of the closing date should consider their applications unsuccessful. This is a demanding but rewarding role for a safety professional seeking to make a meaningful contribution within a public technical and vocational education and training institution.
