The Department of Cultural Affairs and Sport in the Western Cape Government is seeking suitable candidates to fill multiple vacancies for the role of MOD Programme Officer. This position is central to the administration and expansion of the MOD Programme, which focuses on establishing and managing MOD Centres across the province. Working within a provincial government context, the officer will be responsible for ensuring that these centres are set up and operated in line with prescribed processes and procedures, and will play a key part in the broader planning and identification of new centres. The role requires close collaboration with internal teams, and the officer will be expected to coordinate reporting, communication, monitoring and evaluation activities to ensure the programme runs effectively and transparently.

Applicants must possess an appropriate three-year National Diploma or a Bachelor's degree at an equivalent or higher level, together with at least one year of relevant working experience. The role demands a solid understanding of the legislative and regulatory frameworks that govern public service line functions, as well as practical knowledge of project management, operational management, procurement and tendering processes, and policy development. Familiarity with modern systems of governance, public service procedures, and the constitutional and legal arrangements of the South African public sector is essential. The successful candidate will also need to demonstrate knowledge of public finance management, including the Public Finance Management Act and Treasury regulations, as well as an understanding of labour relations legislation and performance management practices. Strong numeracy, literacy, computer literacy and language skills are required, along with the ability to work with information systems that support knowledge and information management.

In terms of day-to-day responsibilities, the MOD Programme Officer will administer the establishment and implementation of MOD Centres, oversee the planning, identification and confirmation of centres within the Western Cape, and coordinate the reporting, communication, monitoring and evaluation of the programme. The officer will also provide guidance, support and administrative assistance to staff on governance-related matters and contribute to mentoring initiatives aimed at building capacity within the programme.

Shortlisted candidates should note that the selection process includes interviews, the submission of vetting and supporting documentation, and two pre-entry assessments: one practical exercise to assess technical and generic suitability, and one integrity assessment focusing on ethical conduct. The department's employment equity targets will guide the selection process, and by applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. This is an opportunity to contribute to a meaningful public service programme within the Western Cape Government.
