This position combines the strategic oversight of a chief executive with the clinical and administrative leadership of a medical manager, serving at one of three community health care centres within the KwaZulu-Natal District Health Services cluster. The successful candidate will act as both Medical Manager and Chief Executive Officer, reporting directly to the District Manager, and will be responsible for the full scope of operations at the facility. This is a senior, non-clinical management role, graded within the all-inclusive MMS salary package, and is available at Hlengisizwe, Pomeroy, and Pholela Community Health Care centres, each with its own reference number.
Applicants must hold an MBCHB degree and be registered with the Health Professions Council of South Africa as a Medical Practitioner. A minimum of five years’ experience in a health institution or primary health care environment is required, along with an unendorsed valid Code B (Code 08) driving licence. Shortlisted candidates will need to produce proof of work experience that is endorsed and stamped by their employers before the interview date. The ideal candidate will demonstrate knowledge of the National Health Act, Public Finance Management Act, Public Service Act, and related regulations, as well as procurement, human resource management, and departmental work methods. Strong strategic capability, programme and project management, financial management, change management, people management, problem solving, communication, and client-focused service delivery are essential competencies.
The core purpose of the role is to manage the day-to-day functioning of the Community Health Centre to ensure effectiveness and efficiency. This includes implementing financial planning, monitoring and controlling expenditure, and formulating strategies and policies that promote efficiency, including clinical practices. The Medical Manager will develop and implement clinical practice planning for the centre and its clinics, manage the provision of clinical services, and provide effective leadership to motivate staff and foster teamwork. Human resource management must align with departmental guidelines, and sound labour relations practices must be maintained. The role also requires effective stakeholder management, both internal and external, and the implementation of quality health standards, including the Ideal Clinic Realisation and Maintenance programme. Oversight of quality and safe patient care at clinics and the centre is a key responsibility, as is ensuring effective systems management in support of clinical services, covering laundry, transport, maintenance, grounds, security, cleaning, and switchboard operations.
The department is an equal opportunity, affirmative action employer and encourages persons with disabilities to apply. Applications must be submitted on the new prescribed Z83 form, originally signed, initialed, and dated, accompanied by a comprehensive CV with detailed experience. Shortlisted candidates will be required to submit certified documents before the interview and will undergo two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment. Appointments are subject to State Security Agency checks, including security clearance, criminal and credit records, citizenship verification, SAQA verification of qualifications, employer experience verification, and Company Intellectual Property Commission verification. Applicants with foreign qualifications must have them evaluated by SAQA and provide proof when shortlisted. Late applications will not be considered, and separate applications must be submitted for each post with the relevant reference number. If no response is received within three months of the closing date, applicants should consider their application unsuccessful.
