The Gauteng Tourism Authority (GTA) is looking for a suitably qualified and experienced professional to fill the permanent senior position of Manager: Legal Services, Compliance and Governance. The successful candidate will be responsible for managing and coordinating governance frameworks, compliance management, legal advisory services and contract administration across the organisation. Reporting to and supporting the Company Secretary, this role sits at the heart of corporate governance and is expected to strengthen the authority’s governance posture, ensure regulatory compliance, and provide reliable legal guidance to the Board, Executive Management and all business units.
A core part of the role is corporate governance and governance framework management. This includes supporting the development, review and implementation of GTA governance frameworks, policies and procedures, including Board Charters, Delegations of Authority and Committee Terms of Reference. The Manager will monitor governance compliance across the organisation, flagging any deviations to the Company Secretary, and will ensure that Board and Committee submissions, resolutions and governance documentation meet quality standards. The position also involves tracking the implementation of Board and Committee resolutions, facilitating governance awareness sessions and training initiatives, conducting governance maturity assessments, and recommending improvements aligned with corporate governance best practice.
On the compliance side, the Manager will develop and implement organisational compliance frameworks aligned with the Public Finance Management Act, Treasury Regulations and other applicable legislation. Duties include conducting compliance monitoring and reviews across business units, preparing compliance reports for Executive Management, Board Committees and relevant regulatory authorities, monitoring legislative developments, advising management on regulatory implications, coordinating compliance awareness programmes and supporting internal investigations where required. The legal advisory component requires the provision of legal opinions to Executive Management, the Board and business units, as well as drafting, reviewing and negotiating legal documents such as agreements, memoranda of understanding and contracts. The Manager will also manage litigation matters in collaboration with external legal counsel, conduct legal research and monitor developments in legislation and case law, assess legal risks and recommend mitigation strategies to support organisational decision-making.
Contract administration and legal document management form another key area. The incumbent will oversee the drafting, vetting and negotiation of supplier contracts, service-level agreements and partnership agreements, maintain a centralised contract management system, monitor contract deliverables, compliance and renewal timelines, conduct legal risk assessments on contractual commitments, and ensure all contract templates remain legally compliant and aligned with organisational policies. In addition, the role supports the Company Secretary in preparing Board and Committee packs, agendas and governance documentation, supporting minute-taking and document circulation, tracking the implementation of Board resolutions, ensuring secure storage of governance records, and supporting Board induction and governance evaluation processes.
Candidates must hold a Bachelor of Laws (LLB) or another related qualification, with a postgraduate qualification in Corporate Governance, Compliance or Commercial Law considered an added advantage. A minimum of five years’ experience in governance, legal advisory or compliance management is required, and experience within the public sector environment with PFMA compliance is essential.
The GTA is an equal opportunity employer and encourages previously disadvantaged individuals and people with disabilities to apply. Successful candidates will be subject to full background checks. This is an all-inclusive, Haygroup-graded permanent position, and applicants who have not been contacted within thirty days of the closing date should consider their application unsuccessful.
