    • Monitoring and Control: The ability to monitor the results of delegations, assignments, or projects, considering the skills, knowledge, and experience of the assigned individual and the characteristics of the assignment or project.
    • Planning and Organizing: The ability to plan and organise the work unit using goal setting, objectives, targets, creating work schedules and work plans with associated resources and budgets, according to the municipality’s procedures in order to achieve the tasks, functions, results of the work unit.
    • Negotiation and Influencing: The ability to achieve the desired objectives and agreements through interactive discussion with either internal or external parties. Effectively exploring alternatives and positions to reach outcomes that gain the support and acceptance of all parties.

    Requirements

    NQF 7 tertiary qualification in Town or Urban & Regional Planning, Spatial Planning or equivalent Planning degree/ NQF9 - Master’s degree in Urban Studies (preferred) A minimum (8) eight years’ appropriate experience, of which at least five (5) years must have been in a supervisory position Working knowledge of Planning / Local Government / Environmental legislation and related Regulations, Town Planning / Zoning Schemes and related guidelines and policies Compliance with the Minimum Competency Level Regulations, 2007, or proven ability to comply by latest 01 September 2014 Registration as a professional planner with SACPLAN. A valid driver’s license and own vehicle. Analytical and research skills Layout planning; Updating a Spatial Development Framework Effective communication skills, fully conversant in two of the three official languages used in the Western Cape Networking and presentation, maintaining regular contact and interacting with planning bodies Mapping and site assessment skills.

    Duties

    Report to the Director: Planning and Development Exercise skills and competencies in initiating and managing change in the built and natural environment in order to further human development and environmental sustainability Supervise, mentor and support planners registered as candidate planners and technical planners Strategic and functional management of the land use management functions of the Section Perform technical and operational land use management functions Manage the Section personnel, administration, budget and assets Liaison with other Departments for the planning and development of services infrastructure, utilities, facilities, and housing for human settlements The co-ordination and integration of social, economic and physical elements of human settlements Development and maintenance of strategic, policy, statutory documents, by-laws and development plans Integration of LED, housing, environmental management, services master planning and the IDP projects and spatial planning Management of the GIS function Management of the Spatial Planning function Leverage Government and international funds to support planning Prepare, edit and submit reports to the relevant delegated person / body.
