    A Parliamentary Legal Adviser is responsible for providing legal advice to Parliament and the Parliamentary Service. The key responsibilities are to:

    1. Provide written and oral legal advice to the Presiding Officers, Parliamentary Committees, and the Secretary to Parliament.
    2. Advise Committees on legislation through the various stages of the legislative process.
    3. Manage litigation matters involving Parliament, including advising the Presiding Officers on litigation strategy, liaising with Attorneys and Counsel representing Parliament, and ensuring the interests of Parliament are protected.
    4. Advise on Parliament’s oversight mandate.
    5. Draft and scrutinise legal instruments.
    6. Draft and vet contracts and policies.
    7. Conduct legal research.

    A candidate must:

    • Have a Bachelor of Laws (LLB) degree or equivalent legal qualification.
    • Be an admitted Attorney or Advocate of the High Court of South Africa.
    • Have five (5) years' post-admission experience as a Legal Adviser in the legislative or public sector, or in the areas of constitutional or public law.
    • This post is subject to a six (6) month probation period.

    A candidate will be at an advantage if they have:

    • A Master of Laws degree in an area of constitutional or public law
    • Experience in managing litigation.

    A candidate must demonstrate:

    • Experience and knowledge of relevant branches of the Law, such as Constitutional Law, Parliamentary Law, Administrative Law, Labour Law, Law of Contract, Public International Law and Interpretation of Statutes and Electoral Law.
    • Knowledge of Parliamentary and House Standing Rules and procedures.
    • Knowledge of Committee procedures.
    • Knowledge of Civil Court procedures.
    • Legal and legislative drafting skills.
    • Knowledge of South Africa’s Electoral System.
    • Knowledge of South Africa’s political environment.
    • Sound oral and written communication skills.
    • Presentation skills
    • Planning and prioritising skills
    • Advanced MS Office suite skills
    • Interpersonal skills
    • Teamwork.

    Requirements

    Diploma or degree in Administration or Law and 3 years’ relevant experience in Administration position. A paralegal qualification or experience will be an advantage. Sound organizational and interpersonal skills. Ability to work under pressure. General administrative and planning skills. Ability to exercise discretion and maintain confidentiality. Good command of English (oral and written communication skills). Ability to find information from the Internet. Knowledge of MS Word, Excel, PowerPoint, and Adobe applications.
