This position offers an opportunity for a legally qualified professional to contribute to the litigation support functions of the National Department of Forestry, Fisheries and the Environment, based in Pretoria. As a Legal Administration Officer at the MR2 level, the incumbent will work within the department’s legal services environment, providing crucial support in matters involving litigation, legal opinions, and the protection of the department’s interests. The role is ideal for a candidate with at least one year of post-qualification legal or litigation experience, holding an LLB degree or an equivalent qualification recognised by the South African Qualifications Authority (SAQA). A solid working knowledge of Environmental Law, Mining Law, Constitutional Law, and Administrative Law is essential, along with the ability to interpret and apply legislation, policies, and legal frameworks. The successful candidate will also need strong analytical, research, negotiation, and legal drafting skills, coupled with excellent verbal and written communication abilities. Computer literacy, a proactive problem-solving attitude, and the capacity to work effectively within a team are also required. In addition, applicants must possess a valid Code B driver’s license and be willing to travel as part of their duties.
The core duties of this role revolve around managing and supporting litigation processes on behalf of the department. The officer will be responsible for providing legal opinions on losses and damages suffered by the department, in line with Treasury Regulations and relevant policies, as well as drafting legal opinions that adhere to the established litigation protocol. Handling litigation matters includes receiving summons and notices of motion, assessing the merits of each case, and gathering necessary documents and information from line functions. The role requires consulting with internal stakeholders to obtain instructions on whether to defend or oppose legal action, then sending clear instructions to the State Attorney and ensuring that counsel is appointed. Monitoring the progress of matters is also critical, which includes obtaining status reports from State Attorneys and updating the litigation system to track cases. The officer must ensure the finalisation of matters and provide comprehensive litigation support to the department. Additional responsibilities include facilitating training sessions on legal matters and ensuring that referrals, media enquiries, and parliamentary questions are treated as priorities.
This is a permanent post advertised through the Public Service Vacancy circular, and the department is committed to employment equity and affirmative action. Preference may be given to suitably qualified applicants from underrepresented designated groups in line with the department’s equity plan, and persons with disabilities are encouraged to apply. Shortlisted candidates will be required to undergo security vetting, which includes checks on criminal records, citizenship status, creditworthiness, previous employment references, and qualification verification. Applicants should note that only a newly signed Z83 form and a detailed CV are required for the initial application, and foreign qualifications must be evaluated by SAQA. The department reserves the right not to appoint, and only successful candidates will be contacted. This role offers a meaningful chance to apply legal expertise in a government context, directly supporting the department’s regulatory and administrative functions.
