The Legal Administration Officer position is a three-year contract role based in Durban, within the public service legal administration environment. The incumbent will operate at the MR-4 level, a post that is graded according to the Occupational Specific Dispensation (OSD) for legal professionals. This role sits at the intersection of legal advisory services and public administration, with a strong focus on land-related legal matters as they affect municipalities. The successful candidate will contribute to the department’s mandate by providing legal opinions and guidance to municipal structures, supporting land title processes, and participating in the broader legislative framework that governs housing and public service operations.
To be considered for this post, applicants must hold an appropriate NQF Level 8 qualification in Law, such as an LLB degree, together with a minimum of three to five years of post-qualification legal experience. A valid driver’s licence is also a non-negotiable requirement, as the role may involve travel or fieldwork in support of municipal engagements. The ideal candidate will possess a wide-ranging knowledge base, including familiarity with the legislative framework governing the Public Service, the law of contract, the Housing Act and related housing policies, as well as the interpretation of statutes. Practical knowledge of the Public Service Act and Regulations, the Public Finance Management Act (PFMA), human resources management, and performance management is also expected. The post demands strong financial and project management abilities, alongside specialised legal and contract administration skills.
The core duties of the Legal Administration Officer are centred on supporting municipalities with legal opinions on land matters. This includes advising on land title processes, resolving complex legal questions that arise in municipal land administration, and ensuring that legal advice is sound and compliant with applicable legislation. The role also requires the officer to conduct thorough research and gather information to enable the preparation of land-related advice in response to ministerial enquiries. This involves both quantitative and qualitative research techniques, as well as strong analytical and presentation skills. In addition, the officer will coordinate the submission of input on the drafting and amendment of legislation, meaning they must be able to engage with legislative processes, liaise with various stakeholders, and ensure that departmental perspectives are accurately represented.
Beyond these technical competencies, the successful candidate must demonstrate excellent written and verbal communication, problem-solving, conflict resolution, change management, and facilitation skills. Interpersonal skills are vital, as is the ability to network and influence stakeholders across municipalities and within the department. Time management, negotiation, and driving skills round out the required profile. The role offers an opportunity for a legal professional with a solid grounding in public service law and housing legislation to make a meaningful contribution to land governance and legal compliance. Interested applicants should note that this is a contract position, and all relevant enquiries should be directed to the contact person listed in the vacancy circular. As with all public service appointments, candidates must be prepared to undergo the necessary verification and security clearance processes.
