The Land Use Officer position sits within the Land and Soil Management directorate, based in Pretoria, and is central to the protection and sustainable use of South Africa’s agricultural land resources. The role operates at the intersection of environmental legislation, spatial planning, and intergovernmental coordination. The incumbent will be responsible for promoting the preservation of agricultural land while supporting sustainable development, and for providing technical and regulatory inputs on key legal frameworks, particularly the Subdivision of Agricultural Land Act (SALA) and the Preservation and Development of Agricultural Land Act (PDALA). Working within a structured government environment, the officer will help shape norms, standards, and assessment criteria, and will support the Minister’s delegate in making informed determinations on land use applications.

To be considered, applicants must hold a Grade 12 certificate and a National Diploma in an agriculture-related discipline at NQF Level 6, along with at least one year of relevant experience. A valid driver’s licence is essential, as is a willingness to travel and work extended hours. The role demands a solid working knowledge of Public Service Regulations, the PFMA, CARA, SALA, PDALA, and broader natural resources and environmental legislation. Strong skills in communication, planning, organisation, problem-solving, negotiation, and report writing are required, as is computer literacy and the ability to interpret legislation, maps, and technical data. Law enforcement and analytical capabilities are also important, given the regulatory nature of the work.

The duties are wide-ranging and technically demanding. The officer will conduct desktop analyses and compile maps, aerial photography, and satellite imagery to determine whether land is agricultural or non-agricultural and to assess the nature of applications. They will review applications for compliance with land use guidelines and legislation, compile technical evaluation reports, and present recommendations to the evaluation review committee. Maintaining accurate records of application progress, verifying completeness, updating helpdesk systems, and drafting monthly reports on hectares retained or lost are also key responsibilities. The role involves advising applicants, municipalities, professional land surveyors, planners, attorneys, and the public on procedures and standards, as well as participating in demarcation processes and intergovernmental forums. In addition, the officer will contribute to human capital development by allocating work, ensuring quality, developing staff capacity, managing equipment, assessing performance, and applying discipline.

This position is advertised with specific employment equity targets, namely African, Coloured, and White males, Indian females, and persons with disabilities. It is a Level 08 government post, and interested applicants should note the closing date and application instructions as set out in the circular. The role offers an opportunity to make a tangible impact on how agricultural land is protected and managed across South Africa, particularly through the implementation of SALA and PDALA.
