This position offers two junior examiner posts within the Examination, Execution and Deeds Training Services component of the Mpumalanga Office of the Registrar of Deeds, based in Mbombela. The role is an entry-level professional opportunity in the deeds registration environment, ideal for candidates who have recently completed a legal or deeds-related qualification and who wish to build a career in the examination and execution of property documents. As a junior examiner, the incumbent will work under supervision while gaining practical experience in the statutory and procedural requirements that govern the registration of deeds in South Africa.
Applicants must hold a Grade 12 certificate as well as a National Diploma in Law, a National Diploma in Deeds Registration Law, a BProc, an LLB, or another equivalent qualification. No prior work experience is required, making this an accessible pathway for graduates. The role demands a sound grasp of deeds registration processes and procedures, the interpretation of statutes, the examination of deeds, and property law. In addition, candidates need strong computer literacy, communication, organising, problem-solving, interpersonal, time management, interpretation, and numerical skills. These competencies are essential for handling the detailed and legally sensitive nature of the work.
The duties of the junior examiner are comprehensive and centre on the preparation, examination, and processing of deeds for registration. The incumbent will prepare deeds for examination by linking batches, endorsing deeds, inserting fees, and completing all necessary endorsements. This includes verifying registration information against data records, completing fee endorsements, and indicating exemption categories and the relevant authority. The examiner must check the correctness of the drafting of deeds and documents, raise notes that refer to the appropriate legal authority, and ensure that re-lodged deeds comply with previous notes, removing those notes once compliance is achieved. The role also involves attending to the rectification of office errors, keeping updated acts, manuals, and circulars filed, and completing notification forms or caveat endorsements for other sections such as diagrams. Furthermore, the examiner is responsible for checking and interpreting interdicts and recording their details, as well as examining sectional title files and raising queries where non-compliance is found. The work extends to township files and general plans, ensuring that appropriate title conditions and DOTS slips are in place, and then scanning, sorting, and distributing deeds according to transactions and batches to other examiners. The junior examiner also distributes assignment slips, records township and section schemes, maintains rosters, and handles corrective maintenance and expedited deeds.
This is a government position subject to employment equity targets, with specific preferences for African, Coloured, Indian, and White males, as well as Coloured, Indian, and White females, and persons with disabilities. The post is based in Mpumalanga and offers a structured environment where attention to detail, legal accuracy, and procedural compliance are paramount. Candidates should be prepared to work within a team, manage multiple tasks, and uphold the integrity of the deeds registration system.
