INSPECTOR

This Inspector position sits within the Department of Employment and Labour at the Labour Centre in Emalahleni, where the successful candidate will play a frontline role in upholding and enforcing South Africa’s labour legislative framework. The role is essentially split between two functional streams: one focused on the Basic Conditions of Employment Act (BCEA) and related employment law, and the other on Occupational Health and Safety (OHS) compliance. Depending on the stream, the inspector will be responsible for ensuring that employers and workplaces adhere to statutes such as the Labour Relations Act, the Employment Equity Act, the Unemployment Insurance Act, the Compensation for Occupational Injuries and Diseases Act, the Skills Development Levies Act, and the Occupational Health and Safety Act, along with SABS codes and immigration provisions relevant to the labour market.

To be considered, applicants need a three-year tertiary qualification or a B Tech degree in Labour Relations, or an LLB for the BCEA stream. For the OHS stream, the required qualification is in Electrical or Mechanical Engineering, Environmental Health, Analytical Chemistry, Chemical Engineering, or Civil and Construction Engineering. In addition, candidates must have at least two years of functional experience in Inspection and Enforcement Services within either the BCEA or OHS environment. A valid driver’s licence is essential, as the role involves travel to workplaces and sites. The department also looks for a thorough working knowledge of departmental policies and procedures, the various labour statutes listed above, and SABS codes. On the personal and professional skills side, the ideal candidate will be computer literate, analytical, innovative, and possess strong facilitation, planning, organising, interpersonal, conflict handling, negotiation, problem-solving, interviewing, presentation, and written and verbal communication skills.

The core duties are broad and demanding. The inspector will plan and independently conduct substantive inspections to monitor compliance with all relevant labour legislation. This includes investigating reported cases of contravention, enforcing the law where necessary, and preparing presentations for and appearing in court as a State witness. The role also requires conducting proactive blitz inspections on a regular basis, compiling and consolidating reports from those inspections, and independently planning and running advocacy campaigns to raise awareness of labour laws. At a higher level, the inspector will contribute to the planning, drafting, and maintenance of regional inspection plans and reports, as well as analysing and compiling consolidated statistical reports on regional and allocated cases.
