The Information and Communication Technology Developer position within The Presidency offers an opportunity to play a central role in the modernisation, automation and digitalisation of business processes at the highest level of government. Based in Pretoria, the incumbent will join the ICT unit in delivering robust software solutions and maintaining critical systems that support the strategic, operational and service delivery objectives of The Presidency. The role combines hands-on application development with broader responsibilities for system analysis, project management, user support and technology evaluation, making it suitable for a developer who can work across the full systems development life cycle.

Applicants must hold a Senior Certificate together with an appropriate Bachelor's degree or National Diploma in Information Technology, or an equivalent qualification at NQF level 6. In addition, they need three to five years of relevant experience in systems development using the Systems Development Life Cycle. Beyond formal credentials, the successful candidate will demonstrate strong communication and customer-focus skills, integrity, creativity and a service-delivery orientation. The post demands an ability to learn new technologies quickly, pay close attention to detail, think critically and analytically, and solve problems effectively. Both independent work and team collaboration are required, along with sound time-management, systems analysis and documentation skills. Technical knowledge must include relational database concepts with practical experience in SQL Server for database and query design, SharePoint development and administration, and programming in the .NET Framework and C#. Familiarity with project management, people management, change management, the Public Service Regulatory Framework, government policy formulation, monitoring and evaluation methods, and general business and management principles is also essential.

The day-to-day duties are varied. The developer will analyse user requirements and design, develop and test business applications, source code and system modules. They will build Business Intelligence dashboards and reports for various systems, and develop in-house applications that route information and correspondence through user-defined rules. The role includes evaluating and applying new technologies, integrating applications with third-party software, performing systems integration tests, and monitoring application quality and performance. The developer will also support and maintain ICT infrastructure, implement and upgrade multi-platform software, identify and implement modifications to existing systems, draft Standard Operating Procedures, document all work, train users and provide application support and troubleshooting. Working with the broader IT team to set specifications for new applications is another important responsibility.

This is a senior-level post with an all-inclusive remuneration package at Level 11, and it is located within The Presidency in Pretoria. The position is advertised through a public service circular, and applicants should pay close attention to the specified reference number, closing date and submission instructions contained in the official vacancy announcement. The ideal candidate will be a creative, forward-thinking developer with a genuine interest in computer systems and the latest technologies, ready to contribute to high-impact ICT modernisation projects at the heart of the South African government.
