This position is for an ICT Specialist acting as a Business Analyst within the ICT Solution Development component of a national government department, based in Pretoria. The role is a senior, management-level post graded at Level 11 with an all-inclusive remuneration package structured according to the rules for members of the Senior Management Service. The successful candidate will be responsible for bridging the gap between business needs and technology solutions, ensuring that ICT programmes and projects are aligned with departmental objectives and delivered within agreed frameworks. This is a supervisory role, requiring the ability to lead requirements analysis, business process mapping, and strategic planning activities across the organisation.

Applicants must hold a Grade 12 certificate and a National Diploma in Computer Science or Information Technology at NQF level 6, along with a minimum of three years of supervisory experience specifically in developing business cases and business requirement specifications. The role demands a strong working knowledge of Business Process Re-engineering, including Six Sigma methodologies, as well as business system analysis and process modelling using standards such as IDEF, BPEL, and BPML. Familiarity with functional design and user requirement specifications through UML, business case development, basic finance and accounting, and the application development lifecycle (SDLC) is essential. Practical experience with business process management toolsets such as Case Wise or ARIS is also required. In addition, the ideal candidate must possess excellent computer literacy, presentation and facilitation skills, strong verbal and written communication, good organisational and people skills, high reliability, project management abilities, and the capacity to work under pressure. A valid driver’s licence is mandatory.

The core duties of the role are extensive and centre on coordinating and managing the analysis of business needs, user requirements, and strategic objectives for ICT initiatives. The incumbent will prepare for requirements elicitation, conduct Joint Application Design (JAD) sessions, document and review requirements, and circulate them for formal sign-off. The role involves mapping current (As-Is) business processes, conducting gap analyses, and designing future (To-Be) processes. Preparing business cases is a key responsibility, including understanding business objectives, conducting business impact and stakeholder analyses, scheduling briefing sessions, obtaining high-level functional requirements, researching solution options, and securing financial information before circulating the business case for approval. The position also requires performing transversal business systems analysis, assessing organisational readiness, defining transition requirements, and preparing solution validation assessments. Furthermore, the specialist will develop Master Systems and ICT Plans by evaluating the existing ICT environment, performing gap analyses against the departmental strategic vision, identifying and recommending future state technologies, and drafting, reviewing, and circulating the Master Systems Plan for sign-off.

This vacancy is subject to employment equity targets, with specific preference given to Coloured males, African females, Indian females, and persons with disabilities. Interested candidates should note that this is a demanding, high-responsibility role that requires both strategic thinking and hands-on analytical work, contributing directly to the modernisation and efficiency of the department’s ICT environment. The post is advertised through the Public Service Vacancy Circular, and all application and enquiry details are provided in the full advertisement.
