The role sits within the broader public service administration environment and is responsible for overseeing a range of human resources functions at a supervisory level. As a supervisor, the incumbent will not only perform HR administrative tasks but also guide and manage staff within the relevant HR section, ensuring that all processes align with legislative requirements and departmental policies.
To be considered, applicants must hold an appropriate Bachelor’s degree at NQF level 7 or a three-year diploma at NQF level 6, coupled with at least two years of relevant experience in human resources administration. The role demands demonstrable competence in acting independently, professionally, and with accountability and credibility. Candidates should also possess sound knowledge of HR information management, strong computer literacy in MS Word, Excel, Outlook and PowerPoint, and excellent administrative, written and verbal communication skills. Planning, organising, problem-solving and coordination abilities are equally important for success in this supervisory role.
The duties are broad and encompass the full spectrum of HR administration. The successful candidate will administer recruitment and selection processes, preside as the HR representative during shortlisting and interviews, and prepare appointment memoranda. They will also administer the implementation of service benefits, ensure leave processing on PERSAL, approve transactions on PERSAL, conduct leave inspections and compile reports. Additional responsibilities include processing performance rewards such as pay and grade progression, implementing labour relations awards, managing salary structures and updating personnel information, processing resettlement benefits, recognition of long service, housing allowances, internal transfers, and injury on duty claims. The role also involves monitoring salary adjustments, implementing job evaluation results, overseeing all HR administration functions, supervising staff in the section, and ensuring compliance with policies and procedures.
Applicants should note that this is a public service position with specific conditions attached. Successful candidates will be subjected to a security clearance of at least confidential level, and appointment will be provisional pending the outcome of that clearance. Fingerprints will be taken on the day of the interview, and the social media accounts of shortlisted applicants may be accessed as part of verification. It is important to apply using the most recent Z83 application form along with a comprehensive CV, as incomplete applications will be disqualified. Only shortlisted candidates will need to submit certified copies of qualifications and other documents, and foreign qualifications must be accompanied by a SAQA evaluation report. The NPA reserves the right not to fill the position, and applicants who do not receive feedback within six months of the closing date should consider their application unsuccessful.
