This position is for a Human Resources Clerk specialising in Employee Health and Wellness, based at the Head Office of a public entity operating in the post-school education and training sector. The successful candidate will provide essential administrative and coordination support within the Employee Health and Wellness office, ensuring that wellness programmes, events and related human resources functions run smoothly. This is a junior to mid-level clerical role within a government structure, offering the usual public service benefits and the opportunity to gain broad experience across wellness, labour relations and general HR administration.

Candidates must hold a Grade 12 certificate. An appropriate National Diploma at NQF level 6 in Human Resource Management, Public Management, Labour Relations, or an equivalent qualification will be an added advantage, as will a valid driver’s licence. Applicants should have between one and two years of experience in human resource management. The role requires a solid understanding of HRM processes and practices, including familiarity with PERSAL, Personnel Administration Standards and CORE, as well as knowledge of the Public Service Regulations, the PFMA, the Public Service Act and the POPI Act. A working knowledge of recruitment, training and performance management procedures is expected, along with an understanding of the Labour Relations Act, the bargaining process and dispute resolution. The role also calls for basic knowledge of health and wellness policies, processes and systems, and an awareness of TVET administration and the broader higher education sector.

The ideal candidate will possess a wide range of skills, including human resource administration and development, investigation and negotiation, administrative and organisational abilities, financial management, report writing, communication, interpersonal skills, problem solving, computer literacy, analytical thinking, client orientation, people management and presentation skills. These competencies are essential for the diverse and demanding nature of the work.

The daily responsibilities are varied. The incumbent will assist in delivering Employee Health and Wellness services, coordinate wellness days and sports tournaments, and manage communication around bereavements affecting college staff and their families. Administrative support includes creating and maintaining client databases, handling correspondence, preparing document packs for meetings, classifying documents and ensuring their safekeeping. The clerk will also advise on compliance with procurement policy and coordinate related administrative work. Keeping a message system updated, forwarding information, taking minutes, organising meetings and strategic or business planning sessions, making appointments and maintaining a diary for the Wellness Officer are all part of the role. Travel arrangements, accommodation, claims and petty cash will also be handled by the post holder, along with keeping HR, finance and supply chain policies and circulars up to date.

Project support forms another key component of the job. The clerk will keep a database of all projects, assist with coordinating project reports, prepare presentations and provide technical assistance at project meetings. Secretarial support at meetings is also required. In addition, the role involves managing the flow of information and documents within the Labour Relations office. This includes tracking all correspondence and memorandums, acknowledging receipt, allocating file numbers, recording data into the computer system, drafting memos when instructed, ensuring distribution to other functionaries, and maintaining safe storage of documentation in line with relevant policies. Fast and efficient handling of documents, meeting deadlines, determining priorities and following up on outstanding items are essential. Manual and electronic filing must be maintained, and assistance must be rendered to other units as needed. Finally, the position supports the procurement of Employee Health and Wellness office needs.

This is a Head Office-based post advertised through a public service vacancy circular. The hiring department values candidates who can work independently and as part of a team. Given the nature of the role, discretion and confidentiality are particularly important, especially when dealing with labour relations and employee wellness matters. Interested applicants are encouraged to review the full application requirements carefully and ensure that they meet the qualifications and experience before applying.
