This position offers an opportunity to join the Department of the Premier in the Western Cape Government as a Human Resource Practitioner specialising in talent sourcing, with multiple posts available. Operating within a central provincial government environment, the role is focused on delivering a professional, efficient and legally compliant recruitment and selection service across the department. The incumbent will act as a trusted advisor to management at all levels, ensuring that hiring processes are fair, transparent and aligned with the broader public service framework. This is a hands-on role that combines operational coordination, stakeholder engagement and strategic input into how talent is attracted, assessed and appointed.
To be considered, applicants must hold an appropriate three-year National Diploma, B-Degree or higher qualification with majors in Human Resource Management, Industrial Psychology, Human Resources, Social Sciences, Humanities, Public and Business Management Science, or a closely related field. At least one year of relevant experience in a recruitment and selection environment is required. A valid Code B or higher driving licence is also required, although people with disabilities that restrict driving abilities may apply if they have reasonable access to transport. The role demands a solid working knowledge of key legislative instruments, including the Public Service Regulations, Labour Relations Act, Public Service Act and Basic Conditions of Employment Act, as well as familiarity with recruitment systems and data management. Strong communication, consultative, problem-solving, networking, customer-focused, computer literacy and project management skills are essential.
The duties are broad and central to the entire recruitment lifecycle. The successful candidate will provide capacity building and advice on recruitment and selection processes, handle responses to applications, and identify and resolve delays that may arise. They will facilitate and advise on the compilation of shortlists, create competency-based interview questions, and manage the logistical arrangements for interviews. The role also involves finalising interview processes through competency assessments and proficiency tests, making nominations, and maintaining the recruitment and selection database. A high standard of quality must be applied to all operational work, including dealing with inquiries from clients and applicants. The practitioner will provide professional advice on sourcing talent across various professions, covering shortlisting, interview processes, personnel suitability checks, appointment decisions and the issuing of employment offers. They must ensure data integrity and report any irregularities, communicate across levels regarding e-recruit processes, and advise senior and executive management on best practice in recruitment. Administering and maintaining the recruitment and selection system, coordinating information for reporting and monitoring, and performing supervisory functions round out the responsibilities.
Shortlisted candidates should note that they will be required to attend interviews on a date determined by the department and must submit duly completed vetting and supporting documentation within a specified timeframe before the interview. Failure to do so without reasonable justification may result in exclusion from further consideration. All shortlisted candidates will also undertake two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment focusing on ethical conduct. The selection process will be guided by the employment equity targets of the employing department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for reference checks, including inquiries about disciplinary records and reasons for leaving. This is an excellent opportunity for a skilled HR professional looking to contribute to public sector talent acquisition in a dynamic provincial government setting.
