This position offers an entry-level opportunity within the KwaZulu-Natal Department of Health, specifically in the human resources environment. Three posts are available, with two based at the North Service Centre in Richards Bay and one at the South Service Centre in Hilton. The successful candidates will function as Human Resource Officers focused on recruitment, selection, and salary administration, playing a key role in supporting the department’s broader HR provisioning functions. This is a level 05 post, making it suitable for individuals who are beginning their careers in the public service HR field, as no prior work experience is required.

Applicants must hold a Senior Certificate or National Senior Certificate, equivalent to Matric, and must possess a valid driver’s licence. While experience is not a prerequisite, a solid theoretical understanding of the legislative and policy framework governing public service human resources is essential. This includes knowledge of the Public Service Act, Public Administration Management Act, Public Service Regulations, and relevant DPSA directives, including those on HR management and development for public service professionalisation. Familiarity with PERSAL functions and procedures, departmental and provincial HR policies, bargaining chamber resolutions, and the Employee Performance and Management System is also expected. In addition, candidates should understand the Basic Conditions of Employment Act, Labour Relations Act, the White Paper on Transformation of the Public Service, the SMS Handbook, and the Ministerial Handbook. The role demands a range of competencies, including strong communication and interpersonal skills, planning and organising abilities, report writing, problem solving, conflict management, innovation, decision making, computer literacy, time management, and policy analysis and interpretation.

The core duties of the post revolve around providing comprehensive recruitment and selection support. This includes assisting with the implementation of appointment processes, ensuring that HR provisioning services are delivered efficiently, and managing salary administration services. The officer will also be responsible for performing various administrative and related duties that support the smooth functioning of the HR unit. These responsibilities require attention to detail, adherence to prescribed procedures, and the ability to work within a structured public service environment.
