This position offers an opportunity to contribute to the human capital development functions of the Western Cape Government, specifically within the Department of the Premier. As a Human Resource Development Clerk focused on internships, bursaries, and learnerships, the successful candidate will provide essential clerical and administrative support to the department’s HRD component. The role is centred on helping to implement youth development programmes, which are critical for building a skilled workforce and creating pathways for young people into public service. Working within a structured government environment, the incumbent will be part of a team that manages the full lifecycle of bursaries, internships, and learnerships, from advertising and awarding to contract management and final clearance.
To be considered for this role, applicants must hold a Senior Certificate or equivalent qualification. The department requires a solid working knowledge of relevant national and provincial legislation and frameworks, including the Public Service Amendment Act, Public Service Regulations, Labour Relations Act, Skills Development Act, National Skills Development Strategy, SAQA Act, Skills Development Levies Act, and the White Paper on Public Service Training and Education. Familiarity with SETA-related sectoral plans is also important. Candidates should demonstrate strong written and verbal communication, interpersonal skills, flexibility, teamwork, and computer literacy in the MS Office package. The ability to work both independently and as part of a team, along with planning, organisation, analytical, and conceptual skills, is essential. Practical experience in administrative or clerical work within an HRD environment, as well as specific experience in bursary administration and in internship and learnership environments, is required.
The core duties involve rendering clerical support across several key areas. This includes assisting with the implementation of youth development programmes such as internships and learnerships, supporting the bursary advertisement and awarding process, and helping with bursary contract management, payments, and clearance certificate processes. The clerk will also provide support for Recognition of Improved Qualifications applications, update relevant databases and files, and assist with reporting and document review processes. Additionally, the role entails general clerical support services within the component, ensuring smooth day-to-day operations.
Shortlisted candidates should note that they will be required to attend interviews and must submit duly completed vetting and supporting documentation within a specified timeframe. Two pre-entry assessments will be conducted: a practical exercise to determine suitability based on technical and generic requirements, and an integrity assessment focusing on ethical conduct. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to reference checks with previous employers, which may include enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for someone with a strong administrative background and a passion for human resource development.
