This position is for a Human Resource Clerk within the Production unit of the Water and Sanitation Services Management branch, specifically under Provincial Operations in the Western Cape, and is based in Bellville. The role sits within the broader public service human resources environment, supporting the department’s workforce administration and ensuring that HR processes run efficiently and in line with legislative requirements. As a production-focused HR clerk, the incumbent will be responsible for a wide range of administrative functions that directly support the employee lifecycle, from recruitment through to termination of service, while maintaining accurate records and liaising with various stakeholders.

To be considered for this role, applicants must have a Senior Certificate or Grade 12, or a relevant qualification. While not strictly required, between one and two years of experience in human resources administration will be an added advantage, as will working knowledge of the PERSAL system. The department is looking for candidates with a solid understanding of HR functions and practices, the ability to capture data, operate a computer, and collate administrative statistics. Basic knowledge of human resources prescripts, financial operating systems such as PERSAL, BAS and LOGIS, as well as registry duties and storage and retrieval procedures, is also expected. A working understanding of the legislative framework governing the public service is essential. In terms of personal attributes, the successful candidate should demonstrate flexibility, teamwork, basic problem-solving and analysis skills, people and diversity management, client orientation, good verbal and written communication, accountability, ethical conduct, computer literacy, and planning and organising skills.

The main duties of the post are broad and hands-on. The incumbent will facilitate recruitment and selection processes, including advertisements, appointments, transfers, verification of qualifications, secretariat functions at interviews, and managing probationary periods. They will also implement conditions of service, covering leave, housing, medical aid, injury on duty, long service recognition, overtime, relocation, pension, allowances, and the PILIR process. Performance management administration forms part of the role, as does liaising with internal and external stakeholders in relation to recruitment and selection. The clerk will implement termination of services, capture appointments on PERSAL, keep filing records up to date, and maintain the asset register of the component.

This is a Level 05 post within the public service, and the department is an equal opportunity employer. In filling vacancies, the objectives of section 195 of the Constitution and the Employment Equity Act will be taken into account, with women and persons with disabilities encouraged to apply and preference given to equity targets. Shortlisted candidates will be subjected to suitability checks, including SAQA verification, reference checks, and criminal and credit checks. Foreign qualifications must be accompanied by a SAQA evaluation certificate when shortlisted, and foreign nationals or dual citizenship holders must provide a police clearance certificate from their country of origin. Candidates may also be required to complete a financial disclosure form and undergo security clearance. Applications must be submitted online, and no late or faxed applications will be accepted. Correspondence will be limited to shortlisted candidates only, and if no feedback is received within three months of the advertisement, applicants should consider their application unsuccessful. The department reserves the right not to fill the position.
