This position is for a Human Resource Clerk specialising in production-level HR administration, based in Mbombela within the Mpumalanga Provincial Operations of the Department of Water and Sanitation. The role sits under the Branch of Water and Sanitation Services Management, placing it at the operational heart of the department’s people management function. As a clerical-level post, it is designed to support the full employee lifecycle and ensure that HR processes run smoothly, accurately and in line with legislative and policy requirements.
The successful candidate will be expected to hold at least a Senior Certificate or an equivalent relevant qualification. While formal tertiary study is not mandatory, one to two years of experience in human resources administration will be a strong advantage, as will familiarity with the PERSAL system, which is the government’s core payroll and HR information system. The role requires a solid working knowledge of HR functions and practices, including the ability to capture data accurately, operate a computer confidently and collate administrative statistics for reporting purposes. A basic understanding of HR legislative prescripts and departmental HR policies is essential, along with good verbal and written communication skills. The ability to perform under pressure, manage diversity, and maintain a client-oriented and customer-focused approach are also key attributes for this post.
In terms of daily responsibilities, the incumbent will render comprehensive HR clerical services. This includes providing administrative support across recruitment and selection, appointments, probation periods and service terminations. The role also involves administering a wide range of conditions of service, such as leave, housing, medical aid, injury on duty, long service recognition, overtime, relocation, pension matters, incapacity leave and ill-health retirement (PILIR), allowances and acting appointments. A significant part of the work will be capturing and updating all relevant transactions on the PERSAL system, ensuring data integrity and timeliness. The clerk will also be a point of contact for HR administration enquiries from both internal and external stakeholders, and will provide general administrative support to the HR unit as needed.
This is an entry-level but vital operational role, ideal for someone looking to build a career in public sector HR administration. The post is advertised with an employment equity target, with priority given to Coloured male and female candidates, Indian male and female candidates, and White male and female candidates, in line with the department’s transformation objectives. Interested applicants should note that this is a structured government position with a defined salary level and standard benefits, and that all appointments are subject to the department’s verification and security clearance processes. The role offers an opportunity to gain hands-on experience in a wide spectrum of HR functions within a provincial water and sanitation service delivery environment.
