This position offers an opportunity to join the Department of the Premier in the Western Cape Government as a Human Resource Clerk specialising in appointments and compensation. Based within the provincial administration, the role is central to the smooth functioning of the human resources unit, focusing on the administrative processes that bring new employees into the organisation and ensure they are correctly remunerated. The incumbent will work in a structured public service environment, liaising with various stakeholders and maintaining accurate records in line with legislative requirements. This is a clerical-level post suited to an organised, detail-oriented individual who can manage multiple tasks and work with minimal supervision while adhering to strict deadlines.
To be considered, applicants must hold a Grade 12 Senior Certificate or an equivalent qualification. A solid understanding of national and provincial human resources instruments and legislation is essential, with specific reference to the Public Service Amendment Act, the Public Service Regulations, and the Labour Relations Act. The role also requires the ability to capture data accurately, proven computer literacy in MS Office, and strong written and verbal communication skills. Good planning and organising abilities are important, as is the capacity to work independently and meet deadlines in a busy administrative environment. These competencies ensure that the successful candidate can handle the volume and complexity of appointment and payroll-related tasks.
The core duties of the post revolve around administering appointments and payroll matters. This includes processing the appointments of both OSD and non-OSD personnel, as well as interns, apprenticeships, and periodical appointments. The clerk will be responsible for issuing employment contracts and appointment letters, ensuring that all documentation is correctly prepared and distributed. Proper record keeping is a key responsibility, requiring meticulous attention to detail so that employee files and related records are always up to date. The role also involves administering acting allowances, which requires an understanding of how these payments are calculated and processed. In addition, the clerk will administer Personnel Suitability Checks, a vital step in verifying the suitability of candidates for employment in the public service. Maintaining electronic databases with accurate appointments information forms another important part of the job, enabling the department to track and report on its workforce data effectively.
Shortlisted candidates should note that the selection process includes interviews scheduled by the department, as well as the submission of duly completed and signed vetting and supporting documentation within a specified timeframe. Failure to provide these documents timeously, without reasonable justification, may result in exclusion from further consideration. All shortlisted candidates will also undergo two pre-entry assessments: a practical exercise testing technical and generic suitability for the post, and an integrity assessment focusing on ethical conduct. The selection process will be guided by the employment equity targets of the department, and by applying, candidates consent to the Western Cape Government contacting previous employers or managers for reference checks, including enquiries about disciplinary records and reasons for leaving previous positions. This is a demanding but rewarding role for someone looking to build a career in public sector human resources administration.
