The Department of Public Works, Roads and Infrastructure in Limpopo is advertising a vacancy for a Human Resource Management Clerk at its Mopani District Office. This is an entry-level clerical position within the district’s HR unit, responsible for supporting the full range of human resource administration functions. The role is ideal for a candidate who is organised, methodical and committed to upholding the values of the public service. Working under supervision, the clerk will help ensure that HR processes are carried out efficiently, fairly and in line with applicable legislation, while also contributing to the department’s employment equity objectives.
Applicants must hold a recognised NQF Level 4 qualification, equivalent to Grade 12, as evaluated by SAQA. A thorough knowledge of the Public Service Regulations, relevant acts, policies and procedures is essential, as is an understanding of the Public Finance Management Act. Practical familiarity with the PERSAL personnel and salary system is required, along with computer literacy. The successful candidate will need strong communication and listening skills, good interpersonal relations, and the ability to work under pressure. Conflict management, policy analysis and interpretation, report writing, problem analysis and analytical thinking are all key competencies. Personal integrity, honesty, confidentiality and a customer-care orientation are also vital, given the sensitive nature of HR information.
The core duties of the post centre on facilitating recruitment and selection processes. This includes assisting with the advertising of vacancies, handling applications, supporting shortlisting and interview panels, and ensuring that appointment processes are correctly administered. The clerk will also be responsible for the administration of conditions of service and employee benefits, such as leave, salary-related matters and other employment conditions, ensuring that records are accurate and up to date. Another important function is the facilitation of transfers, both within the department and across departments, which requires careful coordination of documentation and adherence to prescribed procedures. These duties demand meticulous attention to detail and the ability to manage multiple tasks simultaneously.
The department is an equal opportunity and affirmative action employer, and women and people living with disabilities are encouraged to apply. Shortlisted candidates will be subjected to security clearance, verification of qualifications, and pre-entry assessments, including a practical exercise and an integrity assessment. The recommended candidate will also undergo a personnel suitability check. Applicants with foreign qualifications are responsible for having them evaluated by SAQA. The department reserves the right not to make an appointment, and correspondence will be limited to shortlisted candidates. If no feedback is received within three months of the closing date, applicants should consider their application unsuccessful. Applications are submitted through the departmental e-recruitment system, using the prescribed Z83 form and a comprehensive CV, with certified documents required only at interview stage. The department also runs a separate Graduate Internship Programme for unemployed youth, but this vacancy is for a permanent HRM Clerk post.
