This role is situated within the Directorate of HR Administration and Utilization at the National Head Office, focusing exclusively on the recruitment and appointment environment. The incumbent will function as a specialist practitioner responsible for the end-to-end coordination and administration of selection processes for posts spanning entry-level, junior, middle, and senior management levels. This is a central function within the department’s human resource value chain, ensuring that all appointments are handled in a manner that is compliant with applicable legislation, departmental frameworks, and the prescripts of the Public Service Act. As such, the position demands a thorough working knowledge of the regulatory landscape governing recruitment and selection, including the Public Service Regulations, the Employment Equity Act, the Basic Conditions of Employment Act, and the DPSA guidelines that inform fair and transparent hiring practices.

Candidates must possess a recognised Degree or National Diploma in Human Resource Management, Public Administration, or a relevant equivalent qualification, coupled with one to two years of hands-on experience in the recruitment and appointment environment. Practical familiarity with HR policies related to recruitment and selection is essential, as is a sound understanding of financial policies governing claims, expenditure, advances, payments, and invoices. The role also requires strong report-writing and interpersonal skills, confidentiality, self-discipline, effective communication, problem-solving ability, and attentive listening. In addition, candidates need to demonstrate competence in policy development, analysis, monitoring, evaluation, and the provision of implementation advice. Computer literacy is a prerequisite, and a valid driver’s licence is required for the logistical aspects of the role.

The core duties revolve around coordinating every administrative step of the selection process, from the initial advertising and receipt of applications through to shortlisting, interviews, and competency-based assessments. This includes arranging logistical support such as travel, accommodation, venues, catering, and assessment services, while also ensuring that all recruitment and selection records are properly documented, filed, and securely safeguarded. The practitioner will also be responsible for managing performance information and contributing to the broader management of resources within the unit. Given the sensitivity of recruitment and selection, a high degree of professionalism and discretion is expected at all times.

This is a Public Service Act appointment, and the post is based at the National Head Office. Applicants should note that the department operates a strictly online application process, and only submissions made through the designated careers portal will be considered. The successful candidate will be expected to apply sound judgement, uphold the principles of equity and fairness, and work collaboratively with panel members, line managers, and external service providers to ensure that selection processes are efficient, credible, and legally sound.
