    The South African Local Government Bargaining Council has the following vacancy at its head office in Berea, Durban, KwaZulu-Natal: HUMAN RESOURCES OFFICER (TK 11) Three (3) year fixed term contract [Total cost to company] Reporting to the Deputy General Secretary, the incumbent will be responsible for co-ordinating processes and requirements associated with the provision of a generalist Human Resource service, inclusive of Recruitment & Selection, Employment Relations, Training & Development, Employment Equity and Occupational Health and Safety.

    Requirements

    Relevant tertiary qualification: Minimum three-year National Higher Diploma or Degree in HR Management Minimum 3 years’ experience in HR as a generalist Matric & Computer Literacy Code B Driving License Good written and verbal communication skills Computer Literate with advanced skills in Microsoft Excel, Word, PowerPoint and other MS office applications. Previously disadvantaged persons, in terms of the SALGBC’s Employment Equity Plan.

    Duties

    Informing & advising the DGS on legislative changes impacting on all HR-related & employment policies & procedures. Attending to HR communication needs in consultation with and after obtaining approval of the DGS. Extensive knowledge and practical experience in administering and managing Momentum Employee Benefits products, including retirement funds, risk benefits and related employee benefit schemes. Proven experience in the administration and management of Discovery Medical Aid membership, including enrolments, terminations, benefit queries, claims support. Planning and coordinating all the steps relating to recruitment, including advertising, processing of applications, screening, interviewing, selecting, conducting of background checks, hiring and onboarding. Co-ordinating the requirements associated with the provision of training & development of staff, incl. skills audit, performance evaluation, training plans & implementation, and submission of the annual skills development & annual training report (SDR & ATR) to the relevant SETA. Experience in the submission of the annual SDR & ATR to the SETA is essential. Co-ordinating specific tasks/ activities associated with the application of Employment Relations procedures, including disciplinary and grievance processes. Co-ordinating & implementing the processes associated with the compilation, revision and implementation of the Employment Equity Plan, as well as ensuring compliance with the reporting requirements to the Department of Employment and Labour. Experience in preparing a s19 Analysis and s20 Employment Equity Plan is essential. Co-ordinating specific requirements & administrative processes relating to the implementation of the Occupational Health and Safety Act and Compensation for Injury and Diseases Act. Co-ordinating all admin requirements, including those associated with document processing, report writing and recordkeeping. Represent the SALGBC both internally and at the CCMA.
