The Department of Social Development is seeking an HR Information Systems Officer to join its Human Resources Management directorate, based at the HSRC Building in Pretoria. This role sits at the heart of the department’s human resource information management function, with a particular focus on the PERSAL establishment environment. The successful candidate will be responsible for ensuring that the department’s staff establishment on PERSAL is accurately maintained and aligned to the approved organisational structure, making this a critical position for sound HR administration and planning within a public service context.

To be considered for this post, applicants must hold a qualification at NQF level 6, recognised by SAQA, in Human Resources Management, Public Management, or Public Administration, and must possess PERSAL Certificates in Post Establishment Administration. In addition, at least one to two years of experience in Human Resource Information Management within a PERSAL establishment environment is required. The role demands a thorough working knowledge of the Public Service Act and Regulations, Batho Pele Principles, departmental HR policies, and the PERSAL and Vulindlela systems. Familiarity with the PFMA requirements for personnel expenditure reporting, the Minimum Information Security standard, compensation analysis, organisational design principles, and the Social Development sector is also essential. Furthermore, candidates should understand the Code of Remunerations, Treasury Regulations and Directives, the Labour Relations Act, the Employment Equity Act, and the provisions of PAIA and POPIA. Practical proficiency in MS Excel and the HRBP tool is expected.

The core duties of the HR Information Systems Officer include administering the PERSAL establishment within the department, monitoring and aligning the staff establishment according to the approved structure, and collating HR information to assist with the compilation of monthly, quarterly, and annual statistics and reports on HR activities. The officer will also render effective HR advisory and support services to employees regarding HR information and post establishment matters, and provide support to capacity assessment and human resource planning initiatives. This requires strong analytical, report writing, and problem-solving abilities, as well as sound communication skills, both written and verbal. The role also calls for office management and administration skills, computer literacy, client liaison, financial administration, people management, planning and organising, numeracy, client orientation, policy analysis and implementation, project administration, and facilitation and presentation skills.

Candidates should possess good interpersonal relations, the ability to work under pressure, and the capacity to work both in a team and independently. The department values innovative and creative thinking, independence of thought, cost consciousness, and honesty and integrity. In line with the department’s employment equity targets, applications from African, Coloured, Indian, and White males and females, as well as persons with disabilities, are encouraged. This is an excellent opportunity for an HR information professional with PERSAL establishment expertise to contribute to the effective functioning of a national government department.
