This position offers an opportunity to contribute to the human resources operations of the Western Cape Government as an HR Clerk specialising in performance administration. Based within the Department of the Premier, the role is central to ensuring that performance management processes run smoothly and in line with public service regulations. The successful candidate will join a team responsible for administering the Performance Management and Development System (PMDS), monitoring compliance with performance review requirements, and supporting the broader HR administrative framework. As one of two posts, the role is graded at Level 05 and forms part of the departmental structure that supports employee performance and probation management across the organisation.
To be considered, applicants must hold a Senior Certificate or equivalent qualification. The role demands a solid working knowledge of the PMDS, relevant performance-related directives and resolutions, probation management procedures, the Public Service Act and Regulations, and the DPSA performance management prescripts and frameworks. Familiarity with the PERSAL and PERMIS systems is essential, as is an understanding of labour relations principles as they apply to performance, records management, reporting requirements, and Western Cape Government governance and compliance standards. Candidates should also demonstrate strong skills in numeracy, literacy, language, planning, organisation, and administration. Effective verbal and written communication, report writing, basic data analysis, and computer literacy in MS Word, Excel, PowerPoint, and databases are required. Attention to detail, accuracy, problem-solving, and the ability to work under pressure and meet deadlines are equally important.
The core duties involve administering all administrative functions related to performance management, including monitoring compliance with performance review and assessment requirements. The incumbent will also administer and monitor employee probation processes, compile HR reports, and maintain accurate employee data records. Stakeholder support and HR-related communication form a key part of the role, alongside performing administrative functions related to the management of PERMIS. Additionally, the clerk will carry out necessary administrative functions on PERSAL, such as capturing payments and confirming probation.
Shortlisted candidates should note that the selection process includes interviews on a date determined by the department, and they must submit duly completed and signed vetting and supporting documentation within the timeframe communicated prior to the interview. Failure to do so without reasonable justification may result in exclusion from further consideration. All shortlisted candidates will undergo two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment relating to ethical conduct. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for employment references, including enquiries about disciplinary records and reasons for leaving. Technical support for online applications is available during business hours, and all applications must be submitted before the closing date, as late submissions will not be accepted.
