This position offers an opportunity to serve the public within the Department of Home Affairs at the Small Office in Ceres, Western Cape. As a Hospital Clerk, the successful candidate will be a frontline official responsible for the accurate and efficient registration of births and deaths, a core function of the department. The role is based in a smaller office environment, meaning the clerk will handle a broad range of administrative and client-facing duties, ensuring that vital events are recorded in line with national legislation and standard operating procedures. The work directly supports the department’s constitutional mandate and requires a high level of professionalism, integrity, and client focus, as the clerk will interact with members of the public during sensitive and important life events.
To be considered for this role, applicants must hold a Grade 12 certificate recognised by SAQA, as well as an NQF Level 5 qualification, preferably the DHA Qualification in Home Affairs Services. A valid driver’s licence is also required. The department looks for candidates with a sound understanding of all relevant departmental legislation and prescripts, basic knowledge of the Public Service Regulatory Framework, and a working knowledge of the Batho Pele Principles. Familiarity with the standard operating procedures for birth and death registration is essential. In addition, the ideal candidate will demonstrate strong planning and organising abilities, attention to detail, communication and analytical skills, problem-solving capability, financial administration knowledge, and general clerical competence. The ability to multitask, work in a team, manage records and time effectively, and maintain professionalism under pressure is crucial. Computer literacy, proven client focus, and a personal commitment to patriotism, honesty, integrity, and accountability are also non-negotiable attributes.
The core duties of the Hospital Clerk revolve around rendering birth registration services to clients. This includes receiving notices of birth and supporting documents, completing the prescribed DHA 24 form, performing online verification of the informant or taking a full set of fingerprints when online verification is unavailable, and capturing the application on the National Population Register. The clerk must submit applications for quality assurance to a supervisor, confirm informant details, and then print, sign, and issue birth certificates as delegated. The informant is required to sign the register to acknowledge receipt, and the clerk must record and maintain both a birth occurrence versus registered births register and a foreign birth occurrences register. In addition, the clerk will provide death registration services to clients, ensuring that all processes are completed accurately and in accordance with regulations. Beyond these frontline duties, the role includes ensuring good governance, risk management, and compliance, as well as contributing to the effective and efficient management of human, physical, and financial resources within the unit.
This is a permanent government position graded at Level 05, and the successful applicant will be subject to the standard public service recruitment processes. All shortlisted candidates will be required to undergo two pre-entry assessments: a practical exercise to determine technical and generic suitability for the post, and an integrity assessment to evaluate ethical conduct. Applicants must be prepared to submit a fully completed and signed Z83 application form, a comprehensive CV with detailed employment history and contactable references, and certified copies of relevant qualifications. Those with foreign qualifications must provide an evaluation from the South African Qualifications Authority. The department places a strong emphasis on ethical conduct, service excellence, and adherence to Batho Pele principles, making this an ideal role for a detail-oriented, compassionate, and disciplined individual who is committed to serving the public with accuracy and respect.
