HEAD OF DEPARTMENT: COMMUNITY SERVICES (PERMANENT) REF NO: HR01/03/2024 PLACE OF STATION: MOGWASE CIVIC CENTRE (Minimum: R1 016 855 Midpoint: R1 158 646 Maximum R1 315 065 (total cost to company)) Remuneration package as per government gazette no 48789 dated 14 June 2023: (Minimum: R1 016 855 Midpoint: R1 158 646 Maximum R1 315 065 (total cost to company)) Requirements - Bachelor Degree in Social Science / Public Administration / Law or equivalent. - Minimum of 5 years’ experience at middle management level. - CPMO or Municipal Finance Management Certificate will be an added advantage. - Have proven successful institutional transformation within public or private sector. - Registration with the South African Council for Social Service professionals (SACSSP) or similar recognised body will be an added advantage. - Valid driver’s license and - No criminal record Knowledge - Good knowledge and understanding of relevant policy and legislation. - Good knowledge of understanding of Institutional governance system and performance management. - Understanding of council operations and delegation of powers, as well as: - Environment and solid waste management - Cemetery management - Public safety - Parks and recreation management KEY PERFORMANCE AREAS - Provide strategic direction and monitor the implementation of strategic objectives of the department; - Responsible for community services function areas, namely Environment and Waste management, Cemetery management, Public safety and Parks and recreation management; - Ensure that the department’s budget is used effectively and expenditure is controlled; monitor and report on revenue and expenditure; - Develop and implement policies, programmes and projects to achieve departmental goals; monitor service delivery and customer satisfaction; - Ensure alignment of departmental plans with the IDP and national/regional development plans; - Manage human resources within the department including performance management and development of staff; drive transformation and employee relations; ensure compliance with legislation and regulations; - Represent the department in inter-departmental and inter-governmental forums; collaborate with other stakeholders to improve service delivery; - Ensure compliance with all applicable laws and municipal regulations; manage risk and ensure internal controls and governance practices; - Monitor and evaluate the efficiency and effectiveness of service delivery; identify areas for improvement and implement reforms as required; - Compile and present reports to Council and relevant committees; participate in budget processes and prioritization of departmental needs; - Promote ethical conduct, integrity, and professionalism within the department; uphold the values of the municipality.
