The Elundini Local Municipality a category B Municipality, incorporating Nqanqarhu, Ugie, Tlokoeng and parts of Tsolo and Qumbu with its seats in Nqanqarhu, invites applications from experienced, qualified and committed individuals to the following positions:
COMMUNITY SERVICES DEPARTMENT
1. SUPERVISOR: SOLID WASTE (TASK GRADE 10)
(Tlokoeng UNIT x1 AND Ugie UNIT x1)
ANNUAL BASIC SALARY R 325 336.44 -- R 422 309.76
MINIMUM REQUIREMENTS: • Grade 12 • National Diploma in Waste Management • Code EB Driving License • Two (2) years relevant working experience of which One (1) year must be in a supervisory experience.
KEY PERFORMANCE AREAS INCLUDING BUT NOT LIMITED TO THE FOLLOWING:
• ILLEGAL DUMPING: • Inspecting and assessing the state of municipal areas to identify illegal dumping • Monitoring adherence to waste management and nuisance by- laws and reporting contraventions to immediate superior.
• REFUSE COLLECTION AND REMOVAL FUNCTIONS: • Allocating personnel to perform functions in line with the work schedule and issue working tools. • Implementing refuse collection operations in line with developed work schedule and take decisions to achieve daily targets.
• STREET CLEANING: • Investigating and attending to street cleaning incidents/ complaints and make recommendations to immediate superior where necessary.
• COMPLAINTS/QUERIES: • Responding to all street queries • Resolving queries and complaints received and then detailing all actions taken or required to the immediate superior.
• SUPERVISION OF THE STAFF AND TRANSPORTATION DUTIES: • Providing guidance and advice to the employees in the solid waste unit • Participating in the recruitment and selection processes of the employees in the unit.

2. ANIMAL RANGER (TASK GRADE 04) (TLOKENG UNIT) ANNUAL BASIC SALARY R 153 091.80 – R 160 527.24
MINIMUM REQUIREMENTS: • Grade 10 or Std 8 • Three (3) months relevant working experience.
KEY PERFORMANCE AREAS INCLUDING BUT NOT LIMITED TO THE FOLLOWING:
• PATROL AND IMPOUNDING FUNCTIONS: • Patrolling Central Business District and local roads as prescribed by municipality to identify stray animals. • Herding livestock found at unauthorised areas to the animal pound.
• ENTRY OR EXIT CONTROL: • Counting livestock herded to the pound for safe keeping. • Marking all animals without brand marks prior to impounding.
• POUND MAINTENANCE AND INSPECTIONS: • Requesting material for repairs from the immediate superior • Performing minor repair and maintenance works in the pound facility i.e fencing, fixing the kraal and shelter.
3. GENERAL WORKER- SOLID WASTE X2 (TASK GRADE 03) (TLOKOENG UNIT) ANNUAL BASIC SALARY R 149 506.80 – R 160 527.24
MINIMUM REQUIREMENTS: • Grade 5 or Std 3 • Six (6) weeks relevant working experience.
KEY PERFORMANCE AREAS INCLUDING BUT NOT LIMITED TO THE FOLLOWING:
• STREET CLEANING MAINTENANCE ACTIVITIES: • Receiving instructions/guidance from the supervisor regarding designated areas, personal protective equipment and workflow sequences • Sweeping streets, pavements and clearing of litter using prescribed equipment such as broom, litter spikes, dustpan, refuse bags, etc.
• REFUSE COLLECTION ACTIVITIES: • Picking up scattered waste and loading into refuse bags prior to collection. • Attending to offloading of refuse from vehicles using at landfill sites.
• TOOL AND EQUIPMENT STORAGE / CARE: • Removing debris/ dirt from tools and containers before storage • Inspecting tools for defects and report to immediate superior. This is to clarify the following issues regarding the internal advertisement;
1. Internal candidates to attach proof of address and a sworn affidavit that they are born and bred at Elundini Municipality and those who are on EPWP, Internship and Experiential Learners must attach their contracts of employment.
2. Any internal candidate who gets appointed into any of the positions will be remunerated in terms of the advertisement and shall not move with his/her salary into the new position.
3. To be eligible to apply an employee must have completed at least 12 months period in the current position.
