This position offers an opportunity to take charge of fleet operations within the Eastern Cape Department of Education’s district office structure. As a Fleet Officer in Fleet Management Services, you will be responsible for ensuring that the department’s vehicles are managed efficiently, cost-effectively and in full compliance with government regulations. The role is based across three district offices — Alfred Nzo East, Joe Gqabi and OR Tambo Coastal — with three separate posts available, one per location. Working within the Education District Office, the incumbent acts as the operational link between departmental policy and day-to-day fleet activities, making sure that vehicles are available, properly utilised and maintained according to prescribed standards.

To be considered, applicants need a three-year National Diploma at NQF Level 6 or an undergraduate Bachelor’s degree at NQF Level 7, recognised by SAQA, in fields such as Transportation, Logistics, Public Administration, Management or Business Management. This academic background must be supported by at least three years of functional experience in fleet management, ideally gained within a public entity or government institution. A valid driving licence is essential. The role also demands a solid working knowledge of Batho Pele principles, the Fund Values, Minimum Information Security Standards, COIDA, the Protection of Personal Information Act, and the Occupational Health and Safety Act. Familiarity with the cities and areas where messenger and driver functions will be performed is important, as is understanding of the National Road Transport Act, the Public Finance Management Act and National Treasury Regulations. Strong communication, decision-making, planning, organisational and conflict-resolution skills are required, along with a customer-focused approach and the ability to manage people and performance. Knowledge of the education sector will be an added advantage.

The core duties involve implementing the departmental fleet management policy, procedures and delegations, and administering the provisioning of fleet services. You will monitor, evaluate and report on how the department’s fleet is being used, and maintain sound administrative processes and systems to support fleet operations. The role also includes allocating work, ensuring quality of output, developing personnel, assessing staff performance and applying discipline where necessary. This is a supervisory and administrative role that requires both strategic oversight and hands-on management of daily fleet activities.

The department is committed to employment equity and will apply affirmative action measures in line with its Employment Equity Plan, with specific targets for race and gender. Females and people with disabilities are particularly encouraged to apply. Shortlisted candidates will be required to produce certified copies of qualifications and other relevant documents before the interview, and successful appointees will undergo personnel suitability checks, including criminal record, citizenship, financial asset, qualification and previous employment verification. Depending on the post level, candidates may also be required to complete pre-entry assessments, integrity testing and, where applicable, psychometric evaluations. A probation period of 12 or 24 months applies, and the department reserves the right to amend, review or withdraw posts if this serves the best interests of the department.
