As a Finance Clerk, the successful candidate will form part of the college’s financial management team, ensuring that day-to-day financial operations run smoothly and in line with public sector regulations. The role is graded at a junior administrative level and is ideal for an individual with a strong aptitude for figures, accuracy, and routine financial processing tasks. The incumbent will work under the supervision of senior finance staff and will be expected to contribute to the overall financial integrity of the campus by handling a wide range of transactional duties.

To be considered for this role, applicants must possess a Matric certificate or NCV Level 4, combined with a National Diploma in Financial Management or another recognised and relevant qualification. In addition, at least one to two years of practical experience in a financial management environment within a TVET college is required. The role demands a solid working knowledge of financial functions and practices, including the ability to capture and collate financial statistics accurately. Computer literacy is essential, as is a basic understanding of public service financial legislation, procedures, and treasury regulations, including the PFMA, DORA, PSA, PSR, and the Financial Manual. Familiarity with basic financial operating systems such as PERSAL, BAS, LOGIS, and COLTECH is also expected.

The main duties of the Finance Clerk are varied and centre on the accurate processing and recording of financial transactions. The incumbent will receive and check invoices for correctness, verification, and approval as part of internal control measures. This includes processing invoices, capturing payments, and collecting cash. The role also involves capturing all financial transactions, clearing suspense accounts, and recording both debtors and creditors. The clerk will process electronic banking transactions, compile journals, and compare expenditure against the budget to identify any variances. Budget-related tasks include capturing and allocating variances on the budget, as well as distributing relevant budget documents. The position also requires the filing of all financial documents in an organised manner. Additionally, the clerk will receive and capture cash payments and handle salary advices, which involves checking them for correctness, capturing salaries, bonuses, salary adjustments, and all associated deductions.

Candidates must demonstrate strong planning and organising abilities, good verbal and written communication skills, and basic numeracy skills. The ability to perform routine tasks with flexibility and accuracy is important, as is maintaining good interpersonal relations. Applicants should also have an aptitude for working with figures and a keen eye for detail. All shortlisted candidates will be subjected to personnel suitability checks, including criminal record, citizenship, and qualification verification. The successful candidate will also be required to undergo a vetting and financial disclosure process, and to annually disclose their financial interests and declare any conflict or perceived conflict of interest. Shortlisted candidates may also be required to undertake pre-entry assessments, including a practical exercise and an integrity assessment. Applicants must ensure their Z83 form is fully completed, as incomplete forms will be disqualified, and foreign qualifications must be accompanied by a SAQA evaluation report.
