The Facilities Officer position is a critical operational role based at the Head Office of Eastcape Midlands College, a public technical and vocational education and training institution. The incumbent will take responsibility for the effective management of the college's physical environment, including its buildings, terrain, equipment, machinery, and student residences. Working closely with campus managers and support staff, the Facilities Officer ensures that maintenance projects are planned and completed, that facilities are safely and optimally used, and that security and health and safety requirements are met. This is a Level 07 post within the public service, offering a competitive salary package plus the usual benefits, and it offers a varied workload for a capable professional wanting to make a tangible difference in an educational setting.

To be considered, candidates must hold a Matric certificate or equivalent, along with a recognised National Diploma in Facilities Management or a related engineering qualification at NQF Level 6. A valid driver's licence is essential, and having an OHS certificate as well as project management training will be an added advantage. The role requires between two and five years of hands-on experience in physical facilities management and security management, or a closely related environment. The successful applicant will need strong working knowledge of property evaluation methodologies, lease agreement negotiations and BBBEE procedures, as well as OHSAS 18001 and project management principles. Familiarity with Treasury and PFMA regulations, vehicle maintenance and service procedures, building maintenance, the legislative framework governing the public service, the Department of Higher Education's mandate, and OHSA and fire codes is also essential. In addition, the candidate must have skills in planning, organising, written and verbal communication, computer literacy, conflict management, customer care, report writing, proactive management, and budgeting.

The duties are broad and hands-on. The Facilities Officer will assist in compiling and implementing a maintenance plan for all college physical resources, coordinate maintenance projects handled by both internal employees and external contractors, and maintain a comprehensive inventory of all buildings and equipment. The role includes monitoring the optimal utilisation of facilities, assisting with the rental of college buildings, identifying the need for new buildings or facilities, and performing regular scheduled building inspections. The post also has a strong focus on residence management: developing and implementing policies and a code of conduct for residence occupants, providing guidance to residence staff and students, and ensuring discipline compliance. Security and health and safety are likewise central, with responsibilities that include advising campus managers on security and safety matters, assisting in the appointment of security contractors, and supporting compliance with health and safety standards. Furthermore, the Facilities Officer manages human, physical and financial resources, including staff management and making recommendations on the purchase of new machinery, tools and equipment. This is a demanding but rewarding role for someone with a proactive, organised and service-oriented approach to facilities management.
