3. POSITION EXECUTIVE DIRECTOR: SHARED SERVICES(1 Post) Ref C11/ED-SSRE-ADVERT (CANDIDATES WHO
APPLIED PREVIOUSLY MUST REAPPLY)
CONDITION OF Permanent Employment Contract. Appointed candidate will be required to sign employment contract, annual
EMPLOYMENT performance agreement and to annually disclose his/her financial interests. The candidate to be appointed
will be stationed at the Head Office: Main Building in Vanderbijlpark – Corner Klassie Havenga and Frikkie
Meyer Street.
REMUNERATION R 1 887, 000 (Minimum), R 1 978,663 (Mid-point), R 2 074, 778 (Maximum)
REQUIREMENTS Bachelor Degree in Public Administration/Management Sciences/Law/B. Com Degree in Industrial Relations
or equivalent. A Postgraduate Qualification/Honours/Masters Degree in the relevant field will be an added
advantage. A Certificate Programme in Municipal Development (CPMD)/ Municipal Finance Management
Programme (MFMP). Note: Candidates who do not have the CPMD/MFMP will be allowed to obtain such a
certificate within 18 Months if appointed. Have proven successful institutional transformation within the public
or private sector. The incumbent must have the leading and core competencies as per Government Gazette
No. 37245.
COMPETENCIES Advanced understanding of institutional Governance Systems and performance management. Advanced
knowledge of Audit and Risk Management establishment and functionality. Budget and Finance
Management. Excellent negotiation and communication skills. Proven ability to offer visionary, strategic and
innovative leadership to diverse stakeholders including other spheres of government, community and
business. Must be a South African Citizen or a permanent resident. Strategic direction and leadership,
change leadership, results and quality focus, Excellent communication skills. Knowledge and Information
Management, Analysis skills, innovation, Planning and organising.
EXPERIENCES 5 – 10 year’s relevant experience at Senior Management level in Corporate/Public administration field.
DUTIES The post operates at a strategic level to provide strategic support to all of the business functions within
Emfuleni Local Municipality. Develop and implement sound, effective organisational development
programme and initiatives that support organisation wellness, opportunities or personal development and
growth, Management of employees’ relations matters, quality induction, training, diversity management and
the development of a productive work culture. Advise and assist in the preparation of Legal Documents,
Contracts, Policies, Procedures, Practices or other matters having legal significance to the management and
operations of the municipality. Ensure all policies and procedures are compliant with the Law, responsible for
managing Corporate Services strategy and policy development by identifying issues that affect business
results. Develop and oversee the systems that ensure the municipality complies with all applicable Codes of
Corporate Governance, Responsible for overseeing the provision of support to other clusters in relation to
Shared Services, including Fleet Management, Facilities and Information Technology administration. Ensure
that all matters are executed in accordance with policies, Collective Agreement and applicable Legislation,
the Employment Equity Act, Skills Development Act, Basic Conditions of Employment Act, Occupational
Health and Safety Act, Labour Relations Act etc.
