This position, for two Environmental Officer Specialised Production Land-Based Source posts, is based in Cape Town and sits within the national Department of Forestry, Fisheries and the Environment. The role is central to protecting South Africa’s marine and coastal environments from pollution that originates on land. The successful candidates will focus on regulating the discharge of effluent into estuaries and coastal waters, supporting departmental coastal pollution initiatives, and representing the Directorate in environmental impact assessment processes and consultative forums. They will also provide technical support to compliance and enforcement efforts specifically aimed at land-based sources of marine pollution, ensuring that governance and legislative requirements are upheld in this specialised field.
Applicants must hold an Honours Degree in Natural or Environmental Management or Sciences, or a relevant qualification recognised by SAQA, along with at least three years of experience in a related field. A strong working knowledge of the South African coast, marine and coastal pollution management, integrated coastal management, and coastal processes is essential, as is familiarity with national and international coastal policies and legislation. The role demands a thorough understanding of marine water quality, environmental monitoring techniques, and data and information management. The ability to interpret and apply legislation such as the NEM: ICMA, NEMA, NEM: WA and NEM: BA Regulations, the National Water Act, the Minerals Act, and relevant international treaties and conventions is critical. A background in physical, natural, or environmental sciences, combined with knowledge of coastal ecosystems and human impacts on them, will enable the incumbent to carry out integrated environmental management and environmental impact assessments. Familiarity with UNEP commitments, the GPA programme, Regional Seas Conventions, government administration, financial procedures, and project management is also required.
The ideal candidate will be a skilled organiser and planner with strong project management abilities, sound analytical thinking, and excellent scientific writing and reporting skills. Effective communication, both written and oral, and the capacity to engage with stakeholders and networks are important, as is the ability to work under pressure and meet tight deadlines without compromising quality. Computer literacy, a valid driver’s licence, multitasking ability, and a willingness to travel at short notice are expected. The postholder must be able to draft, interpret, and apply policy and legislation, formulate solutions through innovative thinking, handle telephonic enquiries tactfully, and work both independently and as part of a team. Interpersonal skills, honesty, proactiveness, and conflict resolution abilities round out the required profile.
The department is an equal opportunity, affirmative action employer and preference may be given to appointable applicants from underrepresented designated groups in line with its equity plan. Persons with disabilities are encouraged to apply. Shortlisted candidates will be required to submit certified copies of their qualifications, senior certificate, identity document, and driver’s licence before the interview, and must be willing to undergo screening and security vetting, including criminal record, citizenship, credit worthiness, reference, and qualification verification. Foreign qualifications must be evaluated by SAQA. Correspondence is limited to successful candidates, and if applicants do not hear from the department within three months of the closing date, they should consider their application unsuccessful. The department reserves the right not to make an appointment. This is an opportunity for a dedicated environmental professional to contribute meaningfully to the governance and protection of South Africa’s coastal waters.
