This position is for an Engineer Production Grade A within the Project Management Unit (PMU) at the department’s Head Office, with three vacancies available. The role sits within the public sector infrastructure environment and focuses on the planning, design, and delivery of civil engineering projects, specifically roads, bridges, and buildings. As a professional engineer, the incumbent will be expected to work in line with departmental standards and PMU protocols, ensuring that infrastructure programmes are delivered efficiently, safely, and in full compliance with regulatory requirements. The post is graded under the Occupation Specific Dispensation (OSD) and offers an all-inclusive remuneration package, with the role requiring a willingness to travel to project sites, including remote locations, as part of the work.
Candidates must hold a recognised Bachelor of Engineering, Bachelor of Science, or Bachelor of Technology degree in Civil Engineering, and compulsory registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer (Pr. Eng) is required. A minimum of three years of post-qualification engineering experience is essential, with relevant exposure to project and programme management, design, construction supervision, and contract administration of roads, bridges, and buildings. The role demands sound technical knowledge of engineering design, project investigation, and contract management, as well as the ability to prepare specifications, technical reports, and project documentation. Strong project and contract management skills, including risk, quality, and safety management, are also required, along with an understanding of regulatory compliance for public sector infrastructure projects. The successful candidate must be able to plan, implement, and monitor engineering projects to achieve departmental objectives, and should possess excellent problem-solving, analytical, decision-making, communication, and report-writing skills. Computer literacy, including proficiency in relevant engineering and project management software, is essential, and a valid driver’s licence is required.
The main duties include planning, designing, and monitoring engineering work on infrastructure projects, ensuring alignment with departmental and PMU standards. The engineer will prepare specifications, technical reports, and project documentation in accordance with statutory and departmental requirements, and will manage and oversee contracts to ensure optimal delivery of infrastructure programmes while adhering to contract conditions. Identifying, assessing, and managing risks throughout the project lifecycle is a key responsibility, as is monitoring quality, safety, and regulatory compliance at all phases. The role also involves providing technical guidance and support within the PMU and to external stakeholders as needed.
Shortlisted candidates should be aware of the selection process, which may include practical and integrity assessments, as well as personnel suitability checks covering criminal records, citizenship, financial standing, qualifications, and employment history. The successful candidate will be required to enter into an annual performance agreement and disclose financial interests. Foreign qualifications must be evaluated by SAQA, and applicants must disclose any business interests or additional remunerative work. The department reserves the right not to appoint, and only shortlisted candidates will be contacted.
