The Enforcement Officer position is located within the Asset Forfeiture Unit (AFU) of the National Prosecuting Authority, based in Mthatha. The AFU is responsible for recovering assets that are proceeds of crime, and this role is central to that mandate. The officer will support the unit in managing the administrative and financial processes tied to seized assets, ensuring that the state collects money due to it and that legal requirements for asset forfeiture are fully respected. This is a Level 09 role, meaning it carries substantial responsibility and requires an independent, professional approach.
To be considered, applicants need an appropriate B-degree at NQF level 7 or a three-year diploma at NQF level 6 in Finance or an equivalent qualification, combined with at least three years of relevant experience. The role demands proven ability to act independently, professionally, and with credibility, along with strategic capability and leadership skills. Strong general management, administration, communication, people management, and customer-focused skills are essential. Candidates must demonstrate planning, prioritising, problem-solving, and decision-making abilities, and should have sound knowledge of key legislation including the Public Service Act, PFMA, POCA, Administration of Estates, Insolvency Act, NPA Act, Access to Information, and the SCM framework. In addition, knowledge of finance, supply chain management, information management, and NPA and AFU policies is required. Proficiency in the MS Office suite—Word, Excel, Outlook, PowerPoint, Visio, and MS Project—is expected, as is experience with ECMS and iBase, plus skills in administration systems, time management, conflict handling, and analysis. A valid driver’s licence is also a requirement.
The core duties revolve around facilitating the supply chain management process for identifying curators and appointing auctioneers, monitoring the performance of curators to ensure prompt collection of money due to the state, and performing reconciliations on curator accounts and the criminal asset recovery account. The officer will capture financial information on the system, including curator disbursements, fees, deposits, and payments to victims, and process payments. Beyond the financial administration, the role involves conducting investigations to identify assets that are proceeds of criminal activities, collaborating with law enforcement agencies and regulatory bodies to share intelligence and resources, and maintaining accurate records of seized assets and their legal status. The officer will also ensure compliance with all legal requirements and regulations relating to asset forfeiture and provide support to unit leadership and staff in case management and administrative tasks.
Other important notes for applicants: the post is subject to a security clearance of at least confidential, and appointment will be provisional pending that clearance. Fingerprints will be taken on the day of the interview, and the social media accounts of shortlisted candidates may be accessed as part of verification. All shortlisted candidates will undertake pre-entry assessments, including a practical exercise and an integrity test. Applications must be submitted using the most recent Z83 form together with a comprehensive CV; no other supporting documents are required at the application stage. Shortlisted candidates will need to provide certified copies of qualifications and other documents before the interview, and foreign qualifications must be evaluated by SAQA. Late applications will not be accepted, and the NPA reserves the right not to fill the position. If applicants do not receive feedback within six months of the closing date, they should consider their application unsuccessful.
