This is a senior operational management position within the Emergency and Clinical Support Service, responsible for leading emergency medical services in the Cape Winelands District. The role is structured at three competency levels, from Grade 2 through Grade 4, allowing candidates with different professional qualifications to apply for the level matching their registration and experience. Regardless of grade, the successful candidate will be accountable for the effective day-to-day management of EMS across a sub-district, ensuring that emergency care is delivered safely, efficiently and in line with provincial protocols and regulations.

To be considered, you must hold the appropriate registration with the Health Professions Council of South Africa. For Grade 2, this means successful completion of the Emergency Care Technician course and registration as an ECT. Grade 3 requires the Critical Care Assistant course or a National Diploma leading to registration as a Paramedic. Grade 4 requires a B-Tech degree that allows registration as an Emergency Care Practitioner. All applicants need at least three years of post-registration experience in their respective category. In addition, the inherent job requirements include a valid Code C1 driver's licence, a valid Professional Driving Permit (PrDP), and active registration with HPCSA.

The role demands strong working knowledge of emergency care protocols at all levels, as well as sound communication, interpersonal and report-writing skills. The manager is expected to interact with staff, external stakeholders and other government departments, so clarity and professionalism are essential.

In terms of duties, the position carries broad administrative and managerial accountability. This includes managing the sub-district's budget, facilitating payment of accounts for goods and services according to financial prescripts, and overseeing human resources and labour relations matters. The manager must also ensure audit compliance in financial management and supply chain management, and take responsibility for the maintenance and efficient deployment of emergency fleet and equipment. Effective communication is central to the role: organising meetings, workshops and debriefs, compiling statistics and reports, and building sustainable relationships with external partners. The post holder will support the District Manager and, when required, act in a management capacity, which means being ready to step in and make decisions in the district manager's absence.

This is a demanding leadership role suited to experienced emergency care professionals who are ready to move beyond clinical practice into operational management. The post is graded, with salary levels tied to the grade at which the candidate is appointed. As with all posts in this circular, no payment of any kind is required when applying, and applicants should ensure they meet the specific registration and experience thresholds for the grade they intend to apply for.
