This position is for a District Manager for Landcare in the Eden region, based within the Department of Agriculture in the Western Cape Government. The role is a senior management post, graded at Level 11 with an all-inclusive salary package, and forms part of the department’s efforts to conserve natural agricultural resources and support farmers through disaster risk reduction. The successful candidate will be responsible for overseeing the administration of various schemes, including those related to the Land Conservation Act and financial support programmes. A key part of the role involves managing agricultural disaster risk reduction services, covering prevention, mitigation, preparedness, response and relief, ensuring that agricultural land is protected and rehabilitated where necessary.
To be considered, applicants must hold a National Diploma in Civil Engineering, a Degree in Civil Engineering, or an appropriate B.Sc. Degree, which may also be in Agriculture. In addition, a minimum of six years of experience in natural resources is required, along with at least three years of managerial experience. The role demands a broad range of knowledge, including an understanding of the Land Conservation Act, protection of irrigated lands, rehabilitation of agricultural lands, engineering services, and risk and disaster management practices. Familiarity with the Public Finance Management Act, relevant legislation, regulatory frameworks, and best practices in natural resource use and management is essential, as is knowledge of provincial, national and international matters affecting this field. The post also requires a solid grasp of operational management, policy development, public service procedures, labour relations legislation, and modern governance systems.
The main duties are wide-ranging. The District Manager will manage the administration of schemes and the delivery of agricultural disaster risk reduction support services. This includes planning farms and Landcare services aimed at conserving natural agricultural resources, providing advice to stakeholders, and promoting integrated governmental relations and partnerships. Financial management is a core responsibility, as is people management, ensuring that staff are motivated and that resources are used effectively. Strong skills in communication, negotiation, planning, project management, facilitation, stakeholder management and report writing are necessary, along with computer literacy in the MS Office package and the ability to work at a conceptual level.
Shortlisted candidates should note that interviews will be scheduled by the department, and they will need to submit vetting and supporting documentation within a specified timeframe before the interview. Two pre-entry assessments will be conducted: a practical exercise testing technical and generic suitability, and an integrity assessment. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. Applications are only accepted online, and the closing date is advertised in the circular.
