This position offers a senior career opportunity within the Financial Governance Directorate, based in Johannesburg, and is central to the coordination and oversight of enterprise risk management across provincial government departments and delegated municipalities. As the Director, the successful candidate will lead a transversal approach to risk management, ensuring that risk-related policies, standards, and practices are consistently applied and aligned with provincial and national requirements. The role is not limited to policy design; it demands active enforcement, monitoring, and support to embed risk management as a core governance function across multiple public entities.
Candidates must hold a three-year tertiary qualification at NQF Level 7 in Risk Management, Auditing, or Finance. In addition, a minimum of five years of experience at middle or senior management level in the risk management field is required. This is a high-level managerial post, so the ability to lead teams, influence stakeholders, and navigate complex institutional environments is essential. A valid driver’s licence is required, and prospective appointees must have completed the Public Service Senior Management Service Pre-entry Programme prior to appointment, as this is a compulsory requirement for SMS-level roles.
The core responsibilities of the Director are multifaceted. The role involves managing, promoting, and enforcing Provincial Risk Management Services in departments and delegated municipalities, which means the incumbent must ensure that all organs of state within scope comply with normative risk management frameworks. This includes developing and updating Provincial Norms and Standards that guide risk practice, as well as providing technical guidance, training, and capacity-building support to departmental and municipal officials. A significant part of the job is monitoring, evaluating, and reporting on the implementation of risk management initiatives, so that weaknesses are identified and corrective actions are taken timeously. The Director also manages and communicates audit findings, ensuring that recommendations are actioned and integrated into risk registers and operational plans. Another key duty is the development and periodic review of the Provincial Risk Register, which requires collaboration with multiple stakeholders to maintain a relevant and accurate comprehensive risk profile. Finally, the role encompasses the overall management of the Directorate itself, including strategic direction, resource management, and staff performance.
This vacancy is earmarked to address employment equity targets, specifically to promote female and youth representation at Senior Management level within the public service. Therefore, candidates from these designated groups, and others who support the equity agenda, are particularly encouraged to apply. The package is an all-inclusive one, structured with a basic salary portion and a flexible component, and the post is graded at a senior managerial level. This is an impactful position for an experienced risk management professional who wishes to shape governance and accountability across the provincial sphere.
