The Director of Technical Support is a senior leadership position within the provincial department’s Technical Support directorate, based in Johannesburg. The role is central to ensuring that housing delivery and built environment projects meet the required technical standards, regulatory frameworks, and quality assurance protocols. Operating at a strategic and managerial level, the incumbent will be responsible for shaping the department’s norms and standards, driving innovation in construction practices, and overseeing the technical support services that underpin housing delivery across the province. This is a demanding role that requires a blend of engineering or architectural expertise, financial acumen, and strong leadership in a public sector context.
Candidates must hold a Matric certificate and a Bachelor’s Degree or BTech in Civil Engineering, Architecture, Architectural Technology, or Quantity Surveying at NQF Level 7, as recognised by SAQA. A minimum of five years’ experience at middle or senior managerial level in infrastructure technical support services within the built environment or housing delivery is required. The successful applicant must also possess the Pre-Entry Certificate for SMS and a valid driver’s licence. In-depth knowledge of key legislation and regulations is essential, including the National Building Standards Act of 1977, the PFMA, DoRA and Treasury Regulations, the Construction Industry Development Board Act of 2000, the Project and Construction Management Act of 2000, and the Quantity Surveyors Profession Act of 2000. Registration with a recognised professional body in any of the relevant qualifications will be an added advantage. The ideal candidate will demonstrate technical design and analysis skills for built environment drawings, construction quality management expertise, and familiarity with green building standards and innovation. Financial management, strategic leadership, change management, conflict management, and strong written and verbal communication are also critical. The role demands a self-motivated, reliable individual who performs well under pressure, possesses strong interpersonal skills, and can manage multiple teams while communicating effectively at all levels of management.
The core duties of the Director involve managing the development and review of departmental norms and standards, ensuring adherence to the NHBRC Home Building Manual, and monitoring the implementation of built environment innovations and best practices. The post holder will manage and improve the efficiency of the project quality assurance inspectorate, covering engineering and architectural technical support services in line with standard operating procedures. This includes overseeing final inspections of houses to ensure compliance with building regulations, norms, standards, and standard operating procedures before contractors are paid. The Director will also manage quality inspections against designs and standards, and ensure the provision of technical support services across the department. Another key responsibility is the development and implementation of alternative energy initiatives, monitoring energy efficiency, and identifying suitable renewable energy projects for subsidised housing in the province. In addition, the role entails managing the business unit, maintaining discipline, and managing performance and development of staff.
The department is committed to employment equity and diversity in line with its approved Employment Equity Plan. Preference will be given to suitably qualified Coloured (male and female), White female, African male, and Persons with Disability candidates to advance equity objectives and address under-representation at this occupational level. This is an all-inclusive package position, and interested applicants should note the closing date and application process as specified in the official vacancy circular.
