This senior management position within the Independent Police Investigative Directorate carries responsibility for the full spectrum of security and facilities management at the department’s National Office. The Director leads a dedicated unit tasked with protecting departmental personnel, assets, and information, while also ensuring that the physical working environment is safe, well-maintained, and compliant with relevant legislation. The role operates at a strategic level, requiring the postholder to develop policies, oversee risk assessments, manage investigations into security breaches, and provide authoritative advice to senior leadership and committees on security and vetting matters. The incumbent also has a significant governance role, ensuring that all security, supply chain, and occupational health and safety obligations are met.
Candidates must bring a comprehensive understanding of security disciplines, including physical, personnel, document, communication, and investigation security. Thorough knowledge of the legislative framework governing state security is essential, including the Minimum Information Security Standards, the National Strategic Intelligence Act, and the National Vetting Strategy. The role also demands the ability to observe and interpret human behaviour, supported by formal training in vetting investigation, as well as voice stress analysis or polygraph testing. Financial management training is required, together with skills in strategic leadership, change management, client focus, problem solving, and service delivery innovation. Excellent communication and interpersonal abilities are also critical, as the Director will engage with internal and external stakeholders, present at forums, and provide written reports and submissions.
The core duties are extensive. In the realm of physical and personnel security, the Director ensures access control is enforced, departmental assets are safeguarded, security registers are maintained, and a contingency security plan is developed and reviewed. The postholder manages security operating measures, conducts threat and risk assessments for employees, and leads investigations into security breaches. On the information security side, the role involves establishing document safety systems, monitoring and coordinating communication on security matters, ensuring compliance with prescripts such as the Protection of Information Act, and promoting security awareness across the department. The Director also manages the vetting function, including field work investigations, liaison with the State Security Agency for clearance certificates, and the development of uniform standards through workshops and guidance. Additionally, the Director manages the team responsible for security and work management services, oversees a conducive working environment under the Occupational Health and Safety Act, and manages the financial, human, and physical resources of the Directorate. This includes operational planning, risk response plans, people management, annual report inputs, and participation in departmental management committees. The position also covers facilities-related services such as infrastructure maintenance, cleaning, refreshment and refectory services, and transport management. Women are encouraged to apply in line with the department’s employment equity targets, and the post is a demanding, high-integrity role suited to a seasoned security and facilities professional.
