This position is a re-advertisement for a senior leadership role within the Limpopo Provincial Treasury’s Shared Internal Audit Services, based at the Head Office in Polokwane. The Director: Risk Based and Information System Audit will lead a critical directorate that combines information systems auditing with the audit of a specific cluster of provincial departments, referred to as Cluster 4, which includes Agriculture and Rural Development, Economic Development, Environment and Tourism, and Transport and Community Safety. The role is an OSD-graded senior management position, offering an all-inclusive package that can be structured according to individual needs within public service prescripts. The successful candidate will be responsible for the efficient and effective management of this directorate, ensuring that both financial management and risk management are robustly addressed across the cluster.
To be considered, applicants must hold an NQF Level 7 qualification in Auditing, Accounting, or a related field recognised by SAQA. Professional certifications such as PIA, CIA, CISA, AGA(SA), Government Auditors, RA, or CA(SA) will be an added advantage. Candidates need at least five years of working experience at a middle or senior managerial level in auditing, with specific experience in information systems audits being an additional advantage. A valid driver’s licence is required, with an exception for persons with disabilities. The role demands a wide range of core and process competencies, including strategic capability and leadership, people management and empowerment, programme and project management, financial management, change management, knowledge management, service delivery innovation, problem-solving and analysis, client orientation and customer focus, communication, honesty and integrity, and the ability to manage and oversee project implementation processes. Knowledge of managerial functions, finance, human resource matters, planning and organising, report compilation, research and analysis, computer technical standards and procedures, departmental needs and priorities, policy interpretation and application, analytical and innovative thinking, report writing, workshop presentation and facilitation, and stakeholder relationship management are all essential.
The main duties involve managing the Information Systems and Cluster 4 directorate of the Shared Internal Audit Function, ensuring effective financial and risk management. The Director will manage the implementation of Combined Assurance Plans covering governance, risk, control, and compliance processes within the Cluster 4 provincial departments. The role also requires delivering efficient and value-adding assurance services, fostering continuous improvement and innovation, and ensuring adherence to the Institute of Internal Auditors’ International Professional Practice Framework. Additionally, the Director must manage ethical conduct and anti-fraud practices among staff allocated to the cluster.
