This senior management position within the Independent Police Investigative Directorate (IPID) is based at the National Office in Pretoria and focuses on strengthening the organisation’s risk and integrity architecture. The director will be responsible for embedding a robust enterprise risk management culture, ensuring compliance with legislative and regulatory frameworks, and advancing anti-corruption, fraud prevention and ethics management across the directorate. Operating in a public sector environment where sound governance and business continuity are critical to the IPID’s mandate of investigating police misconduct, the role requires a strategic leader who can translate complex risk principles into practical, organisation-wide practices.

Candidates must hold an undergraduate qualification at NQF level 7, recognised by SAQA, in risk management, internal auditing, economics or accounting, and be registered with the Institute of Risk Management South Africa (IRMSA) or the Institute of Internal Auditors (SA). At least five years of experience at a middle or senior managerial level in a risk and integrity management environment is required, along with a valid driver’s licence. A sound working knowledge of legislative requirements for enterprise risk management is essential, including familiarity with King IV corporate governance, the Public Sector Risk Management Framework, the Public Finance Management Act, Public Service Regulations, COSO ERM, ISO 31 000 frameworks, codes of ethics, fraud and risk assessment methodologies, and the Public Service Code of Conduct. Additional knowledge of ISO 22301 and ISO 22313 for business continuity, the Good Practice Guideline on Business Continuity Management, and relevant Treasury and Public Service regulations is also necessary. The ideal candidate will demonstrate strong leadership, communication, conflict management, analytical and financial management skills, along with strategic capability, change management experience, client orientation, computer literacy, problem-solving ability and a focus on service delivery innovation.

The duties are broad and include developing risk management strategies, systems, policies and annual plans, as well as implementing and continuously improving the risk management framework. This involves conducting studies to identify risks, establishing internal and external organisational context, facilitating risk assessment processes, monitoring risk response activities, maintaining the departmental risk register and compiling required reports. The director will institutionalise risk management by fostering the appropriate philosophy and culture, guiding and advising employees, building capacity, and ensuring governance and compliance with oversight committee resolutions and regulations. The role also entails establishing compliance frameworks, managing the compliance universe and risk, developing risk and compliance policies in line with the IPID mandate, advising on corporate governance, overseeing financial disclosures by employees, enforcing Section 30 of the Public Service Act on other remunerative work, and promoting an ethical culture. Additionally, the director must manage anti-corruption and fraud prevention efforts, implement business continuity management by establishing frameworks and policies, testing and maintaining plans, supporting executive decision-making and conducting business impact analyses. Effective management of human, financial and physical resources is a core responsibility.

This is a director-level post with an all-inclusive remuneration package, situated within a government circular. Women are particularly encouraged to apply, in line with the employment equity target. Given the seniority and specialised nature of the role, applicants must ensure they meet all qualification, registration and experience requirements to be considered for shortlisting.
