A minimum of five years of experience at middle or senior managerial level in both Financial Audit and Performance Audit is required. Membership of the Institute of Internal Auditors is recommended, and a valid driver’s licence is essential. The role demands job-related knowledge of project management best practice, the Standards of the Institute of Internal Auditors, and risk-based Performance Audit and Financial Audit methodologies and procedures. Key skills include strong verbal and written communication, interviewing, analytical and problem-solving ability, staff and interpersonal relations, project management, computer literacy, business process analysis, risk and control assessment, analytical thinking, and the capacity to work under pressure and meet deadlines.
The Director will be responsible for compiling the directorate’s strategic and operational plans annually, including the operational plan and operational and process risk registers by April each year. The role also involves preparing the directorate’s portion of the strategic three-year rolling and annual internal audit plans, coordinating with other internal and external service assurance providers to ensure proper risk coverage and minimise duplication of effort, and managing the continuous implementation of all plans in line with quality standards. Monthly progress reporting to the Chief Audit Executive is required on operational plan objectives, risk register action plans, and the deliverables of the internal audit plans. The Director must also manage the implementation of internal audit report action plans by line management on a quarterly basis, analyse the status of implementation, clarify statuses with line managers, and prepare progress reports for the Audit Committee and Director-General. Continuous conformance to the International Institute of Internal Auditors’ Standards is a core responsibility, as is performing quality assurance reviews across all audit project phases. The post holder will participate in annual internal quality assessments and five-yearly external quality assessments, implement resulting action plans, manage the reliance of the Auditor-General of South Africa on the directorate’s work, and manage the human, logistical, and financial resources allocated to the position in line with departmental prescripts.
The department is an equal opportunity and affirmative action employer, and all suitably qualified candidates, including persons with disabilities, are encouraged to apply. This is a demanding leadership role suited to an experienced audit professional who can manage multiple priorities, drive quality, and support the broader internal audit mandate.
