This senior leadership position, based in the Department’s Head Office in Pretoria’s Hatfield area, is a permanent, Director-level appointment at public service salary Level 13, offering an all-inclusive remuneration package. The post reports into the office of the Director-General and exists to manage and drive the provision of effective, efficient and integrated Parliamentary, Cabinet and Cluster support services across the Department. The successful candidate will act as a pivotal link between the Department, the Ministry, Parliament, the Cabinet Secretariat and various cluster departments, ensuring that all executive and legislative processes run smoothly, compliantly and within strict timelines.
To be considered, applicants need an appropriate NQF Level 7 qualification, typically a Degree in Public Administration, Political Science, Law, Management, or a relevant equivalent qualification recognised by the South African Qualifications Authority. In addition, a minimum of five years’ experience at Middle or Senior Management level, specifically within a Parliamentary and Cabinet environment, is required. The role demands strong strategic capability and leadership, people management and empowerment, programme and project management, financial management, change management, and problem-solving skills. Knowledge of the E-Cabinet system, government administrative processes, the Public Service Regulations Act, the Public Financial Management Act, the RSA Constitution, and labour legislation is essential, along with client orientation, customer-focused communication, adaptability and a commitment to continuous learning.
The duties are broad and high-stakes. The Director will manage all parliamentary processes affecting the Department, including the preparation and submission of parliamentary questions, briefing notes and responses to committee requests, ensuring full compliance with parliamentary rules and deadlines. This involves managing the flow of both oral and written parliamentary questions, maintaining quality control, tracking progress and running the central question management system. The post also coordinates cabinet memoranda and submissions, ensuring they meet secretariat standards, preparing briefing packs for the Director-General ahead of cabinet and committee meetings, and monitoring the implementation of post-cabinet decisions. Administrative support to the Department and Ministry for Cabinet, Cluster and Parliamentary work is a core part of the role, as is managing EXCO and MANCO requests, driving governance systems, managing risks, and overseeing staff in the Parliamentary office in Cape Town. The Director will also lead the Department’s participation in Portfolio and Select Committee meetings, prepare presentations and follow-up actions, act as the key point of contact for external stakeholders, and identify emerging risks raised in Parliament, advising the Director-General on mitigation and rapid response strategies. All submissions, speeches and reports must be reviewed for quality, accuracy and policy alignment before reaching the Executive Authority.
Several important conditions apply.
