This position is a senior leadership role within the Head Office in Johannesburg, tasked with directing the delivery of infrastructure projects on behalf of other provincial government departments. Operating within a dedicated directorate, the successful candidate will act as a strategic overseer and professional authority, ensuring that provincial departments receive coherent, cost-effective, and compliant infrastructure delivery services. The role sits at the intersection of engineering, construction project management, and public sector governance, requiring a holistic understanding of the full project lifecycle from procurement strategy through to project close-out and performance reporting.
To be eligible, applicants must hold an undergraduate qualification at NQF level 7 in a Built Environment discipline such as Engineering, Construction Project Management, Architecture, Quantity Surveying, or Town and Regional Planning, as recognised by SAQA. A minimum of five years’ experience at middle or senior managerial level within the built environment is required, along with registration as a Built Environment Professional with the relevant council. A valid driver’s licence is essential, and candidates must submit a Pre-Entry SMS Certificate (Nyukela) prior to appointment. The role demands a robust understanding of key legislative frameworks, including the PFMA, DORA, Treasury Regulations, the Government Immovable Asset Management Act, the Occupational Health and Safety Act, and the Preferential Procurement Policy Framework Act, among others. Competence in project, people, financial, and conflict management, alongside strategic leadership, problem-solving, and stakeholder engagement, is critical. The ideal candidate is described as responsive, credible, flexible, quality-oriented, and creative, with strong decision-making and team leadership attributes.
The core responsibilities centre on managing professional inputs to other provincial departments, specifically in preparing the construction procurement strategy and the Infrastructure Programme Implementation Plan (IPIP). This includes assessing new technology, revised norms, standards, innovations, renewable energy initiatives, final project lists, and budgetary implications. The Director will manage agreed procurement strategies to achieve economies of scale, reduce costs and inefficiencies, and promote seamless service delivery. Further duties include enforcing standardised designs where applicable, directing the preparation and sign-off of the IPIP and procurement plans, developing Service Delivery Agreements, and ensuring implementation aligns with those signed agreements. The role also involves validating building plans against national and municipal regulations, nominating and appointing professionals in collaboration with the Supply Chain Management unit, and providing professional input at SCM committee meetings. The Director will oversee the preparation of procurement documentation throughout all project phases, manage the final appointment of service providers and contractors, issue work and batch orders, and manage contract implementation against budgets, timeframes, and quality standards. Regular site visits, management of cost and scope variations, and sign-off on invoices form part of the operational oversight. Additionally, the Director must maintain ongoing interaction with other provincial departments to identify and resolve problems proactively, provide credible data for financial and non-financial reports, and present progress at governance infrastructure structures. The role extends to validating final accounts, releasing construction guarantees, compiling as-built documentation for the central warehouse, conducting final cost analyses, and updating cost and space norms based on post-project evaluations. Preparation of performance reports for the Construction Industry Development Board, project close-out reporting, and recommending waivers of penalties or time and price increases are also key. This is an OSD-graded position within the public service, and the successful candidate will be required to enter into a performance agreement within three months of assuming duty. Given the seniority, the role supports equity and transformation objectives, and candidates who meet the requirements are encouraged to apply, noting that shortlisted applicants may be subject to personnel suitability checks in line with public service regulations. This is an opportunity for an experienced built environment professional to drive meaningful infrastructure delivery across multiple provincial departments, ensuring accountability, efficiency, and high standards in public sector construction.
