This senior management position of Director: Organisational Efficiency is located within the Corporate Management Services directorate of the Gauteng provincial government, based in Johannesburg. The role is a strategic leadership post within the public service, carrying an all-inclusive remuneration package and requiring the incumbent to drive organisational effectiveness across the department. The Director will be responsible for aligning the department's operational structures, business processes and human resource planning with its strategic objectives, ensuring that service delivery is continuously improved and that the workforce is managed efficiently and in line with legislative prescripts.

Candidates must hold a Matric certificate as well as an undergraduate qualification at NQF level 7 in Public Administration, Business Management, Human Resource Management, Production or Operations Management, or Management Services, as recognised by SAQA. A minimum of five years of relevant experience at middle or senior managerial level is required, specifically within organisational development, service delivery improvement, human resource planning and systems, or a related field. The successful candidate must also possess the SMS Pre-Entry Certificate, which is a mandatory requirement prior to appointment, along with a valid driver's licence. Knowledge of key legislation including the Public Service Act and Regulations, the Labour Relations Act of 1995, the Occupational Health and Safety Act, the Employment Equity Act, the Basic Conditions of Employment Act, the Public Finance Management Act and Treasury Regulations is essential. Familiarity with job evaluation and organisational design principles is also required, and certification as a Job Evaluation Analyst or panel member will be an added advantage.

The duties of the post are broad and strategic. The Director will manage and monitor the implementation of the department's operations strategy and design, oversee the development of standard operating procedures and business processes, and develop change management and communication strategies to support smooth employee transitions. The role includes initiating and managing organisational design projects, planning and institutionalising service delivery improvement programmes, and managing diversity management programmes. The incumbent will assess and analyse the service delivery model to identify inefficiencies in resource and functional alignment, and will manage the development and implementation of the department's human resource strategy and employment equity plans. The Director is also responsible for managing the unit's resources, including human resources, finances and assets.

The department is committed to employment equity and diversity in line with its approved Employment Equity Plan. Preference will be given to suitably qualified Coloured male and female candidates, White female candidates, African male candidates, and persons with disabilities, in order to advance equity objectives and address under-representation at this occupational level. This is a demanding leadership role that requires strong strategic capability, people management, programme and project management, financial management and change management skills, as well as excellent communication, negotiation and conflict management abilities. The post is advertised through the provincial government's recruitment circular, and interested applicants should note the closing date and apply via the prescribed online application process.
