This position offers an exciting and high-level opportunity within the National Department of Forestry, Fisheries and the Environment, based in Cape Town. As the Director of Oceans and Coasts Enforcement, the successful candidate will be responsible for providing strategic leadership and direction to the department’s national enforcement efforts within the marine and coastal environment. The role sits at the heart of South Africa’s efforts to protect its ocean and coastal resources, requiring close collaboration with multiple law enforcement agencies, prosecuting authorities, and other government bodies. The incumbent will be expected to coordinate and oversee enforcement operations, ensuring that environmental legislation is upheld and that transgressions are effectively investigated and addressed.

Applicants must hold an undergraduate qualification at NQF level 7 in natural science, conservation, environmental science, environmental management, law, or a related field recognised by SAQA. A minimum of five years of experience at middle or senior managerial level within the environmental management sector is required, with a specific focus on coordinating national enforcement activities and operations. In addition, candidates must have successfully completed the Senior Management Pre-entry Programme as endorsed by the National School of Government, with proof of completion required prior to appointment. Functional knowledge of enforcement processes and the criminal justice system is essential, alongside a thorough understanding of environmental and biodiversity policies, legislation, international instruments, civil and criminal procedure, constitutional law, and administrative law. Familiarity with audit procedures, risk management, public service prescripts, and planning and performance management legislation is also expected.

The role carries a wide range of duties. The Director will coordinate criminal investigations into environmental transgressions related to oceans and coasts, enforce relevant legislation through inspections and investigations, and lead joint operations and national projects. A key responsibility is facilitating and undertaking awareness and capacity development initiatives focused on compliance and enforcement of the Integrated Coastal Management Act and other applicable legislation. The Director will also plan and execute training programmes for the prosecuting authority, the judiciary, and other law enforcement agencies. Stakeholder engagement is a central component of the role, requiring cooperation and liaison with enforcement partners on national-level oceans and coasts enforcement activities, programmes, and projects.

Strong leadership and interpersonal skills are vital. The ideal candidate will demonstrate excellent written and verbal communication, the ability to interact with a wide range of stakeholders, and a sound understanding of intergovernmental relations and cooperative governance. Formal presentation and public speaking skills, diplomatic and relationship management abilities, and competence in strategic capability, programme and project management, financial management, change management, and knowledge management are all required. The ability to work both independently and as part of a team, handle difficult individuals, resolve conflict, and maintain integrity and confidentiality is essential. A valid driver’s licence and willingness to travel are mandatory.

The department is an equal opportunity, affirmative action employer, and preference may be given to appointable applicants from underrepresented designated groups in line with its equity plan. Persons with disabilities are encouraged to apply. Shortlisted candidates will undergo screening and security vetting, including criminal record, citizenship, creditworthiness, reference, and qualification checks. They will also be required to complete pre-entry assessments, and a limited number may undergo psychometric assessments. This is a demanding but rewarding role for a seasoned professional committed to environmental justice and the sustainable governance of South Africa’s ocean and coastal ecosystems.
