Reporting at the level of Director, the successful candidate will provide strategic oversight across a broad portfolio that includes records management, information technology services, digital transformation, and administrative support. The role is situated within the management echelon of the department, meaning the incumbent will be expected to align the directorate’s objectives with broader government priorities, ensure compliance with legislative frameworks, and lead a team of professionals in delivering efficient and secure information services.
Applicants must hold a Grade 12 certificate as well as a Bachelor’s Degree or Advanced Diploma at NQF level 7 in Knowledge Management, Information Science, Information Systems, Computer Science, or a closely related field. In addition, a minimum of five years of relevant experience at a middle or senior managerial level is required, demonstrating a proven track record in leading information-related functions. A valid driver’s licence is essential. The appointment is subject to the signing of a performance agreement and the disclosure of financial interests, and candidates must also complete the Nyukela Public Service Senior Management Leadership Programme, as endorsed by the National School of Government, before the appointment can be finalised. This pre-entry programme is a mandatory requirement for all Senior Management Service posts.
The core duties of the Director are wide-ranging and strategic. The role involves managing information and records management services, which includes developing, implementing, monitoring, and reviewing relevant policies, standards, and procedures. The Director will also manage information technology services, covering ICT help-desk support, infrastructure, and network support, while ensuring that ICT policies and frameworks align with the requirements of the Department of Public Service and Administration. A key focus is overseeing digital transformation, managing business applications, and integrating systems across the department. The incumbent will provide strategic leadership on compliance with the Promotion of Access to Information Act and the Protection of Personal Information Act, ensuring that appropriate processes and controls are in place for access to information, privacy, and the protection of personal data. Additionally, the Director is responsible for administrative support services, including effective planning, resource management, performance management, and overall compliance within the directorate.
Candidates must demonstrate strong competencies in strategic leadership, policy development, programme management, financial and people management, governance, risk management, stakeholder management, and communication. Shortlisted candidates will be required to undergo a technical exercise and an interview, and a maximum of three candidates will be subjected to psychometric assessments covering cognitive abilities, behavioural preferences, emotional intelligence, and integrity. All shortlisted candidates will also complete two pre-entry assessments, one practical and one focused on ethical conduct. The top two candidates will be subjected to personnel suitability checks, including criminal record, citizenship, financial credit, qualifications, and employment background verification. The successful candidate will be expected to enter into an annual performance agreement and disclose financial interests each year. The department reserves the right not to make an appointment, and only shortlisted candidates will be contacted. If no feedback is received within three months after the closing date, applicants should consider their applications unsuccessful. This is an OSD-graded position within the Senior Management Service, offering a challenging and impactful career opportunity for an experienced knowledge management leader.
