This is a senior leadership opportunity within a Gauteng provincial government department, offering a 12-month contract for a Director of Infrastructure Procurement. Based in Johannesburg, the role sits within the Infrastructure Procurement directorate and is responsible for shaping and overseeing the entire construction procurement function of the institution. The position is graded according to the Senior Management Service framework and carries an all-inclusive remuneration package. The successful candidate will be expected to provide strategic direction, ensure compliance with public service regulations, and drive sound infrastructure delivery outcomes.

Applicants must hold a Matric certificate as well as an undergraduate degree at NQF level 7, recognised by SAQA, in Supply Chain Management, Logistics, Commerce, or Finance. A minimum of five years of relevant experience at middle or senior managerial level is required. Importantly, candidates must already possess or obtain the Pre-Entry Certificate for Senior Management Services prior to appointment. The role demands a thorough understanding of Public Service prescripts applicable to the position, the department’s mandate, and performance management frameworks used in government. Knowledge of the Infrastructure Delivery Management System is essential, along with proven strategies for improving performance. Core competencies include strategic capability and leadership, people management and empowerment, programme and project management, financial management, and change management. The ideal candidate will also demonstrate problem-solving and analytical skills, client orientation, service delivery innovation, honesty, and integrity. Strong written and verbal communication, planning and organising abilities, time management, flexibility, interpersonal skills, and a supportive, positive attitude are also required.

The duties are wide-ranging and centre on developing, designing, and managing infrastructure procurement policies, processes, and procedures. The Director will establish construction procurement processes, promote correct implementation, and ensure sound practices across the institution. This includes managing a system to monitor the performance of both suppliers and the contracting institution. The role involves overseeing the appointment, training, and vetting of Tender Committee members, as well as directing inputs into Strategic and Annual Performance Plans to support construction procurement policy goals. The Director will manage the finalisation of bid specification documentation, advertisement processes, and tender clarification meetings, and will determine closing times, dates, and the physical location of tender boxes. Other responsibilities include managing tender evaluation and monitoring, sourcing bids from the database according to National Treasury threshold values, and implementing controls to ensure contract compliance. The post holder must review all cancellations, amendments, expansions, variations, extensions, or transfers of contracts awarded through the Bid Committee System, and manage motivations for price increases beyond contracted amounts. The Director also manages the sub-directorate, develops and monitors the operational plan, compiles administrative reports, ensures quality control of work, provides technical advice, and plans and allocates work to staff.

The department is committed to employment equity and diversity in line with its approved Employment Equity Plan. Preference will be given to suitably qualified Coloured male and female candidates, White female candidates, African male candidates, and persons with disabilities, in order to advance equity objectives and address under-representation at this occupational level. This is a demanding but rewarding role for an experienced procurement leader seeking to make a meaningful impact on public infrastructure delivery.
